Notice is hereby given to the general public and to interested parties that a public hearing will be held to make findings that feasible mitigation measures from programmatic environmental impact report applicable to certain projects will be undertaken.

Public Notice

Notice is hereby given of consideration for adoption a General Plan Evaluation Mitigation Monitoring and Reporting Program (MMRP) for certain General Plan Evaluations (GPE). The purpose of the hearing is for the ERO to consider and make findings that feasible programmatic mitigation measures will be undertaken by the project. Once adopted, the mitigation measures are incorporated into the conditions of project approval.

875 Sansome Street (2024-006874ENV) – The proposed project would demolish the existing two-story commercial building constructed in 1907. The existing building was determined to be ineligible for individual inclusion in the California Register of Historic Resources and determined to be ineligible as a contributor to the eligible Jackson Square Historic District Extension during the district’s period of significance, 1865-1920. The proposed project would construct an eight-story, 31,912 square-foot, 88-foot-tall residential building containing 20 dwelling units with below-grade parking. The new building would also include a 17-foot-tall elevator penthouse. A new curb cut would be created on Sansome Street to accommodate a 10- foot-wide ramp to the below-grade garage, which would contain eight vehicle parking spaces with stackers and one accessible van parking space, and a bicycle room with eight class 1 and two class 2 bicycle parking spaces. The project would also introduce a new, approximately 22-foot-long passenger loading zone on the Broadway frontage and reduce an existing 100-foot-long commercial loading zone on the Sansome Street frontage by approximately 15 feet to accommodate a new curb cut and vehicle driveway for the below-grade residential parking access. The Environmental Review Officer strongly encourages interested parties to submit their comments in writing to the assigned Planner prior to the hearing.

A. Consent Calendar

All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the Environmental Review Officer and may be acted upon without separate discussion of these items unless the project sponsor, a member of the public, or staff so requests, in which event the matter shall be removed from the Consent Calendar and considered as a separate item at this hearing.

    875 Sansome Street – The proposed project would construct an eight-story, 31,912 square-foot, 88-foot-tall residential building containing 20 dwelling units with below-grade parking. The new building would also include a 17-foot-tall elevator penthouse. A new curb cut would be created on Sansome Street to accommodate a 10-foot-wide ramp to the below-grade garage, which would contain 18 vehicle parking spaces with stackers and one accessible van parking space, and a bicycle room with eight class 1 and two class 2 bicycle parking spaces. The project would also introduce a new, approximately 22-foot-long passenger loading zone on the Broadway frontage and reduce an existing 100-foot-long commercial loading zone on the Sansome Street frontage to 85 feet for the to accommodate the curb cut and vehicle driveway for the below grade garage. Construction of the building would occur over 20 months and would require excavation up to 20 feet, with the removal of 2,191 cubic yards of soil. The proposed foundation would be a reinforced concrete mat foundation, approximately 4 feet thick; shoring would include hand-dug underpinning piers on the south and west, and machine-drilled soldier beams and lagging on the two street sides to the north and east. No impact or vibratory equipment would be used during construction.

    Preliminary Recommendation: Find feasible mitigation measures from the PEIR will be undertaken as part of the project and adopt mitigation measures.

B. Regular Calendar

Items removed from the Consent Calendar will be heard here. Once the item is heard, the Environmental Review Officer may:

  1. Request staff and/or the sponsor to respond to issues raised; and/or
  2. Adopt, or conditionally adopt the mitigation measures; continue the matter to a subsequent hearing; or take the matter under advisement pending further discussion between the commenter and the planning department regarding issues raised in the hearing.
