Notice is hereby given to the general public that applications involving the properties and/or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code. The Zoning Administrator intends to hold a PUBLIC HEARING on these items and on other matters on Wednesday, July 28, 2021, beginning at 9:30 a.m. or later. Please be advised that due to the COVID-19 emergency, the Zoning Administrator may conduct this hearing remotely using videoconferencing technology or in-person at City Hall. Additional information may be found on the Department’s website.

2021-000842VAR (CHRIS MAY) 671-673 4TH AVENUE, Lots 064 & 065 in Assessor's Block 1640, in an RH-2 Zoning District, and a 40-X Height and Bulk District.  REAR YARD SOUGHT: The project is to construct a one-story horizontal rear addition measuring approximately 198 square feet, of which 66 square feet is an infill beneath the cantilevered portion of the second floor above, and to convert a portion of existing ground floor storage space to expand the lower unit of the existing 2-unit building. The total floor area would increase from approximately 2,696 square feet to 3,134 square feet.  The project also proposes the in-kind replacement of all existing aluminum windows on the front (9) and rear (6) with insulated double-paned windows.  PLANNING CODE SECTION 134 requires the subject property to maintain a rear yard of approximately 44 feet. A portion of the existing building currently encroaches approximately 5 feet 11 inches into the required rear yard and results in a rear yard of 38 feet 1 inch. The proposed addition would align with the rear of the existing noncompliant portion of the building within the required rear yard. Therefore, the project requires a variance.

2021-000274VAR (MONICA GIACOMUCCI) 180 HOLLADAY AVENUE, Lot 004 in Assessor's Block 5532, in an RH-1 Zoning District, the Bernal Heights Special Use District, and a 40-X Height and Bulk District. REAR YARD AND MASS REDUCTION SOUGHT: The proposal is to construct a one-story vertical addition at an existing three-story residential building.  PLANNING CODE SECTION 242(e)(2)(A) requires the subject property to maintain a rear yard equal to 29 feet 6 inches. The project would result in a rear yard area of only 21 feet 4 inches. Therefore, a variance is required.  PLANNING CODE SECTION 242(e)(2)(B) requires the subject property to reduce the overall mass of any proposed building by 650 square feet from the permitted building envelope. The project would reduce the overall mass by only 623 square feet. Therefore, a variance is required.

2021-002692VAR (ELLA SAMONSKY) 1025 PHELPS STREET, Lot 057 in Assessor's Block 5290 in an RH-2 Zoning District and 40-X Height and Bulk District and Third Street Alcohol Restricted Use District.  REAR YARD SOUGHT:  The proposal is to expand the third floor deck, add a covering to the third floor deck, add new stairs from the second floor to the rear yard, and remodel the interior of the second floor. PLANNING CODE SECTION 134 requires the subject property to maintain a rear yard of approximately 33 feet 9 inches. The proposed rear deck, deck cover, and staircase will encroach approximately 11 feet and 18 feet, respectively, into the required rear yard. Therefore, the project requires a variance.

2021-001279VAR (MATT DITTO) 2108 WASHINGTON STREET, Lot 002B in Assessor's Block 0602, located within an RH-2 (Residential-House, Two-Family) Zoning District, and a 40-X Height & Bulk District. REAR YARD SOUGHT:  The proposal is to construct a horizontal addition at the rear of the fourth floor of the existing building in line with the rear wall of the third floor below. The overall building depth will not increase.  The proposed addition will not exceed 40 feet in height.  PLANNING CODE SECTION 134 requires the subject property to maintain a rear yard of approximately 32 feet. The existing building is partially located within the required rear yard. The proposed fourth floor will extend into the required rear yard. Therefore, a variance is required.

2021-001402VAR (KALYANI AGNIHOTRI) 154 BEULAH STREET, Lot 061 in Assessor's Block 1250, located within an RH-3 (Residential-House, Three-Family) Zoning District, and a 40-X Height & Bulk District. REAR YARD SOUGHT:  The proposal is to construct a new deck at the rear at the first level above grade.  PLANNING CODE SECTION 134 requires the subject property to provide a rear yard of at least 61 feet 10 inches. The proposed deck extends approximately 7 feet into the required rear yard. Therefore, a variance is required.
