Aging and Disability Affordable Housing Implementation Plan

The Aging and Disability Affordable Housing Implementation Plan is a comprehensive strategy that addresses the housing needs of older adults and adults with disabilities. The plan builds upon the recommendations of the 2022 Aging and Disability Affordable Housing Needs Assessment, proposing actionable steps to facilitate new housing production, preserve and upgrade existing housing, and enhance housing stability for vulnerable populations. 

San Francisco's population of older adults and adults with disabilities is rapidly increasing, creating an urgent need to address their housing challenges. The Implementation Plan follows the 2022 Aging & Disability Affordable Housing Needs Assessment. The Implementation Plan has been created with the support of multiple City agencies, including the Mayor’s Office of Housing and Community Development (MOHCD), the Department of Homelessness and Supportive Housing (HSH), the Mayor’s Office on Disability (MOD), and the Department of Disability and Aging Services (DAS).

It has the following objectives:

  1. Facilitate more mixed-income and permanently affordable housing developments appropriate for older adults and adults with disabilities.
  2. Improve maintenance, modifications for accessibility, and preservation of permanently affordable housing.
  3. Make access to permanently affordable housing units easier for older adults and adults with disabilities.
  4. Improve communication accessibility and cultural competence of housing services for older adults and adults with disabilities.
  5. Enable aging in place by stabilizing older adults and adults with disabilities who already are housed.
  6. Improve data collection, reporting, and accountability for affordable housing and services for older adults and adults with disabilities.

Next Steps

The Implementation Plan will be heard by the Planning Commission in January 2025 before work with elected officials begins to develop a funding plan. Recognizing current budgetary constraints, priorities for funding include:

  • enabling a coordination function to track actions, foster collaboration between agencies, and work to implement the actions;
  • launching a pilot program for affordable assisted living;
  • improving outreach and accessibility in the affordable housing application process;
  • performing maintenance of existing supportive housing serving older adults and adults with disabilities, particularly, elevator maintenance

The Implementation Plan aligns with related efforts, including the 2022 Housing Element implementation, MOHCD's 2025-2029 Consolidated Plan, and the Budget and Legislative Analyst (BLA) Report on Options for Housing for Seniors and People with Disabilities.
