Participate in the Fillmore Community Action Plan's workshop to prioritize and support future investments in the neighborhood.

City Departments, together with community leaders, the Mayor’s Office of Community Affairs, and the Office of Supervisor Mahmood, invite you to join us for an exciting open house to help shape the future of the Fillmore!

These draft actions were built directly from the voices, ideas, and lived experiences shared during our Community Workshop Series.

Your input is needed to help refine these actions across the key areas that matter most to the Fillmore / Western Addition community: Health, Housing, Economic & Workforce Development, and Placemaking, Arts & Culture.

This is your chance to make sure the plan reflects the Fillmore’s history, culture, and vision for the future.

What is the Fillmore Community Action Plan (FCAP)?
The Fillmore Community Action Plan is a partnership between the City and community members to create lasting, community-driven change.

The Fillmore / Western Addition is the heart of San Francisco’s Black cultural life. For generations, it has been home to vibrant Black, Japanese, and Jewish communities — a rich blend reflected in its music, businesses, festivals, and landmarks. However,  urban renewal and redevelopment in the mid-20th century displaced Black residents, disrupting community ties and leaving lasting impacts that are still felt today.

Through engagement, collaboration and consensus the plan will build a roadmap for meaningful short and long-term investments — one that honors the Fillmore’s history and uplifts its future.

FCAP's Goals:

  • Protect and celebrate Black cultural heritage by uplifting the Fillmore/Western Addition’s legacy
  • Advance healing and reconciliation through community-led reflection, collaboration, and capacity-building
  • Build trust and lasting partnerships between community members, City departments, and local institutions
  • Develop an Action Plan that serves as a framework for the neighborhood and guides future City and community investments
