Notice is hereby given to the general public that applications involving the properties/and or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code.  The Planning Commission will hold a PUBLIC HEARING on these items and on other matters on Thursday, February 28, 2019, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400.

Case No. 2019-000931PCA: Planning Code – Homeless Shelters in PDR and SALI Districts. Ordinance amending the Administrative Code and Planning Code to authorize the Departments of Homelessness and Supportive Housing (“HSH”) and Public Works to enter into and amend contracts without requiring competitive bidding for construction work and professional and other services relating to sites and programs for people experiencing homelessness; permitting Homeless Shelters in PDR and SALI districts; authorizing HSH to operate Navigation Centers for more than two years; and affirming the Planning Department’s determination under the California Environmental Quality Act, and making findings of consistency with the City’s General Plan and the eight priority policies of Planning Code, Section 101.1.; and making findings of public convenience, necessity, and welfare under Planning Code, Section 302. Case No. 2019-000048PCA [Board File No. 181211] - Ordinance to streamline small business permitting by, among other things, amending the Health Code to align regulation of restaurant enclosures for outdoor food service and restroom requirements with state standards; amending the Planning Code to clarify that a Type 23 liquor license may be used in conjunction with a Bar or Restaurant use, to amend the definition of a Bar to provide for consistent treatment of Type 64 liquor licenses, to modify Nighttime Entertainment use food service requirements, to reduce the distance measured for Retail Sales and Services uses in Neighborhood Commercial zoning districts to any neighborhood commercial district, to reduce the distance measured for nonconforming uses in RH (Residential, House), RM (Residential, Mixed), and RTO (Residential, Transit-Oriented) districts to any neighborhood commercial district, to amend the definition of General Entertainment to include Amusement Game Arcade, to allow as a permitted use an Outdoor Activity Area operated between 6 a.m. to 10 p.m., and to allow Limited Restaurant use as an Accessory Use; amending the Police Code to eliminate certain duplicative inspections and signoffs in connection with Place of Entertainment permits, and amending the definition of Limited Live Performance Locale to remove the requirement for food and beverage service; affirming the Planning Department's determination under the California Environmental Quality Act; and making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1, and public necessity, convenience, and welfare findings pursuant to Planning Code, Section 302. Case No. 2018-007204CUAVAR: 754 35TH Avenue – east side between Balboa and Cabrillo Streets, Lot 023 in Assessor’s Block 1610 (District 1) – Request for Conditional Use Authorization for Residential Density of three units on a 4,499 square foot lot pursuant to Planning Code Sections 207, 209.1 and 303 to allow construction of a four-story two-family dwelling on a vacant portion of the subject property currently occupied by a two-story, single-family residential building. The project site is located within the RH-2 (Residential, House, Two-Family) Zoning District, and 40-X Height and Bulk District. Case No. 2018-003324CUA/VAR: 2779 Folsom Street – east side of Folsom Street between 23rd and 24th Streets, Lot 025 in Assessor’s Block 3640 (District 9) – Request for Conditional Use Authorization, pursuant to Planning Code Sections 186, 209.1 and 303, to allow for dwelling unit density at a ratio of one unit per 1,500 square feet of lot area and to establish a Community Facility in the RH-2 Zoning District, for the proposed project at 2779 Folsom Street. The proposal is to demolish the existing two-story warehouse building (approximately 17,848 square feet) and to construct a new four-story (approximately 40-ft tall) mixed-use building with six dwelling units, approximately 4,672 square feet of ground floor Community Facility and Arts Activity space, and six off-street parking spaces. Since the proposed building would be located within the required rear yard, the Zoning Administrator will hear requests for rear yard and dwelling unit exposure Variances pursuant to Planning Code Sections 134, 140, and 305. The project site is located within the RH-2 (Residential, House, Two-Family) Zoning District, Calle 24 Special Use District, and a 40-X Height and Bulk District. Persons who are unable to attend the scheduled Planning Commission hearing may submit written comments regarding these cases to the individuals listed for each case above at the Planning Department, 1650 Mission Street, 4th Floor, San Francisco, CA 94103. Comments received by 9:30 a.m. on the day of the hearing will be made a part of the official record and will be brought to the attention of the Planning Commission.
