Notice is hereby given to the general public that applications involving the properties/and or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code.  The Planning Commission will hold a PUBLIC HEARING on these items and on other matters on Thursday, May 9, 2019, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. Case 2019-003581PCA: Uses in the Upper Market NCT and NCT-3 Zoning Districts (Board File No. 190248).  Ordinance introduced by Supervisor Mandelman amending the Planning Code to allow Arts Activities, Philanthropic Administrative Services, and Public Facilities as a principal use on all stories, revise the Upper Market Neighborhood Commercial Transit (NCT) District controls to allow Arts Activities and Institutional Uses as a principal use on the first and second stories and as a conditional use on the third story and above and to allow General Entertainment as principal use on the first and second stories, modify the requirements for liquor stores and bars in the NCT-3 and Upper Market Street NCT Districts, add additional conditional use criteria for liquor stores and require liquor stores to comply with standard location and operating conditions, and add additional uses to the definition of Open Air Sales; affirming the Planning Department’s determination under the California Environmental Quality Act; making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1; and adopting findings of public necessity, convenience, and general welfare under Planning Code, Section 302. Case 2017-016416PCA: Planning Code Reorganization- Chinatown (Board File TBD). Case No. 2017.0133280DRP:  2758 Filbert Street – between Baker and Broderick; Lot 013 in Assessor’s Block 0942 (District 2) - Request for Discretionary Review of Building Permit Application No. 2017.1013.1247 for removal of the 1st- and 2nd-story front portions of the existing dwelling, construction of a 1-story horizontal rear addition with a roof deck above, 3- and 4-story horizontal west side and rear additions, a 4th floor vertical addition and roof decks above the 3rd floor at the front and rear of an existing 2-story single family house in a RH-2 (Residential-House, Two Family) Zoning District and 40-X Height and Bulk District.  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). ). Case No. 2018.009951DRP: 3847-3849 18th Street – between Church and Sanchez Streets; Lot 077 in Assessor’s Block 3585 (District 8) - Request for Discretionary Review of Building Permit Application No. 2018.0622.2714 for expansion and alteration to the existing two-family residence that occurred from 2015 to 2017 under a series of issued permits as well as work that was performed beyond the scope of the permits or not included in any permits issued by the City.  Expansions to the structure includes a 219 square foot (SF) addition at the rear of the building, the enclosure of a 44 SF lightwell, roof dormers, and the addition of a basement/garage level. The project also includes major interior renovations and the enlarging of the basement floor and the attic, improvements to the rear yard and fencing, and exterior alterations to the front windows, doors, entryway, stairs, railings, decks and the addition of a garage. Prior to any construction activities the original structure was 4,700 Gross SF in total area, the current structure is 6,490 GSF, an increase of 1,790 square feet. Three features require a Variance for approval, which will be noticed separately, these include the 11’-4” tall property line wall along the front stairs, the 219 SF addition at the rear of building and an elevated rear yard access bridge. The existing 2-story single family house is in the RH-3 (Residential-House, Three Family) Zoning District and 40-X Height and Bulk District.  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). ). Persons who are unable to attend the scheduled Planning Commission hearing may submit written comments regarding these cases to the individuals listed for each case above at the Planning Department, 1650 Mission Street, 4th Floor, San Francisco, CA  94103.  Comments received by 9:30 a.m. on the day of the hearing will be made a part of the official record and will be brought to the attention of the Planning Commission.

Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, the public hearing.
