Notice is hereby given to the general public that applications involving the properties/and or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code.  The Planning Commission will hold a PUBLIC HEARING on these items and on other matters on Thursday, August 22, 2019, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400.

Case No. 2017-002951ENX: 755 Brannan Street – southeast side of Brannan Street between Lucerne Street and Butte Place; Lot 181 in Assessor’s Block 3784 (District 6) - Large Project Authorization, pursuant to Planning Code Section 329, to demolish an existing, two-story, 12,880 square foot commercial building and construct a five-story, approximately 53-foot, 9-inch tall, 45,564 square foot residential building. The Project will result in a 57 dwelling unit building, 57 Class 1 bicycle parking spaces and 3 Class 2 bicycle parking spaces. The dwelling-unit mix includes 20 studios, 11 one-bedroom and 26 two-bedroom units. The Project includes 5,699 square feet of usable open space through a combination of private and common open space. The proposed project would utilize the State Density Bonus Law (California Government Code Sections 65915‐65918), and proposes waivers for building height, bay windows, rear yard and open space in a RED-MX (Residential Enclave-Mixed) District and 45-X Height and Bulk District. Case No. 2017-01365CUA: 4720 Geary Boulevard – north side between 11th and 12th Avenues; Lot 019 in Assessor’s Block 1443 (District 1) – Request for Conditional Use Authorization pursuant to Planning Code Sections 303 and 712 to allow the establishment of a Massage Establishment Use within a NC-3 (Moderate-Scale Neighborhood Commercial) Zoning District and a 40-X Height and Bulk District. The proposal will involve the change of use of an existing personal service establishment (cosmetology) with accessory massage use to a Massage Establishment Use with accessory personal service use (d.b.a. Shiatsu Massage) with approximately 2,300 square feet of floor area, located on the ground floor of the three-story commercial and residential building. There are no tenant improvements or expansion of the existing building envelope proposed. Case No. 2019-012580CUA:  61 Cambon Drive – east side of Cambon Drive between Felix Avenue and Cardenas Avenue, Lot 001 of Assessor’s Block 7324 (District 7) - Request for a Conditional Use Authorization pursuant to Planning Code Sections 202.2, 303, and 713 to establish an approximately 1000 square foot cannabis retail use (d.b.a. Flight) in a retail space in the existing single-story Parkmerced Shopping Plaza. The Project will occupy the entire tenant space at 61 Cambon within the NC-S (Neighborhood Commercial Shopping Center) Zoning District and 40-X Height and Bulk District. Case No. 2018-001592CUA:  1190 Gough Street – east side of Gough Street between Geary Boulevard and Ellis Street, Lot 033 of Assessor’s Block 0713 (District 5) - Request for a Conditional Use Authorization pursuant to Planning Code Sections 209.2 and 303 to legalize a Private Parking Lot use within an RM-4 (Residential, Mixed – High Density) Zoning District and a 40-X Height & Bulk District. The lot contains 38 automobile spaces. Case No. 2015-006356CUAVAR:  336 Pierce Street – east side of Pierce Street between Oak and Page Streets, Lot 020 of Assessor’s Block 0844 (District 5) - Request for a Conditional Use Authorization pursuant to Planning Code Sections 303 and 317 to legalize the demolition of a two-story dwelling unit at the rear of the subject lot and authorize the re-construction of the dwelling unit, within an RM-1 (Residential, Mixed –Low Density) Zoning District and a 40-X Height & Bulk District. The existing dwelling unit was located above a two-car garage. The proposed re-construction would eliminate the garage and reduce the volume of the building. The subject property has an existing, separate, eight-family dwelling at the front of the lot. The project is also seeking a variance from the rear yard requirement, pursuant to Planning Code Section 134. Case No. 2019-014314CUA: 49 Hopkins Avenue – southeast corner of the intersection of Hopkins Avenue and Burnett Avenue; Lot 042 in Assessor’s Block 2799 (District 8). – The proposal is for Conditional Use Authorization pursuant to Planning Code Sections 303 and 317 to legalize the demolition of a single-family home and propose new construction of a single-family home with a 1,200 square foot accessory dwelling unit within the RH-1 (Residential House, One-Family) Zoning and a 40-X Height and Bulk District. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). Case No. 2018-011004CUA: 146 Geary Street – North side of Geary Street between Stockton Street and Grant Avenue; Lot 007 in Assessor’s Block 0309 (District 3) - Request for a Conditional Use Authorization, pursuant to Planning Code Sections 303 and 608.14, to authorize the existing projecting sign located on the subject building as a Vintage Sign. The subject property is an Article 11 Category IV (Contributing Building) building within the Kearny-Market-Mason-Sutter Conservation District, is located within a C-3-R (Downtown – Retail) Zoning District and an 80-130-F Height and Bulk Limit. The proposed project includes replicating the existing projecting sign to be installed at 117 Post Street, the new location of Britex Fabrics. The replicated sign will closely match the dimensions, appearance, and illumination of the existing sign. Case No. 2014-003160CUA: 3314 Cesar Chavez St - North side of Cesar Chavez Street between Mission Street and South Van Ness Avenue; Lot 012 in Assessor’s Block 6571 (District 9) - Request for a Conditional Use Authorization, pursuant to Planning Code Sections 121.1 and 303 for the demolition of an approximately 13,500 square feet (sq. ft.) light industrial building and the new construction of a 65-ft. tall, six-story and 58,100 gross sq. ft. mixed-use building that includes approximately 3,000 sq. ft. of ground-floor commercial retail and 53,500 sq. ft. of residential use for 57 dwelling units. The proposed project would also include a total of 7,150 sq. ft. of private and common residential open space, 57 Class 1 bicycle parking spaces, and an approximately 6,600 sq. ft. basement-level garage for 30 accessory automobile and 1 car-share parking spaces. The subject property is located within a Mission Street Neighborhood Commercial Transit (NCT) Zoning District and 65-X Height and Bulk District. Case No. 2018-017311CUA: 5420 Mission Street– north side between Ottawa and Foote Avenues, Lot 001B in Assessor’s Block 7044A (District 11) - The proposal is for Conditional Use Authorization, pursuant to Planning Code Sections 720 and 303 to establish an approximately 2,000 square foot Religious Institutional Use (d.b.a Church of God Ministries of Jesus Christ International) within a currently vacant commercial building located in the Excelsior Outer Mission Street NCD (Neighborhood Commercial District) Zoning District and 40-X Height and Bulk District. The project proposes minor exterior modifications. This project was reviewed under the Community Business Priority Processing Program (CB3P). This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to Section 31.04(h) of the San Francisco Administrative Code. Case No. 2018-016955DRP: 220 San Jose Avenue – between 24th & 25th Streets; Lot 004 in Assessor’s Block 6513 (District 8) - Request for Discretionary Review of Building Permit Application No. 2018.1214.8349 for construction of a 500 s.f. 2-story horizontal addition to a one-family house within the RH-3 (Residential-House, Three-Family) Zoning District and 40-X Height and Bulk District.  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). ).
