Notice is hereby given to the general public that applications involving the properties/and or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code.  The Planning Commission will hold a PUBLIC HEARING on these items and on other matters on Thursday, October 24, 2019, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400.

2016-006860AHBIKA: 65 OCEAN AVENUE – between Alemany Boulevard and Cayuga Avenue, Lot 018 in Assessor’s Block 6954 (District 11) – Request for HOME-SF Project Authorization and In-Kind Agreement pursuant to Planning Code Sections 328, 406, and 414A to allow demolition of the existing buildings and new construction of an approximately 55-foot-tall building  with 193 dwelling units (which includes a mix of 47 studios, 68 one-bedrooms, 57 two-bedrooms, and  21 three-bedroom units), a 5,952 gross square foot (gsf) child care facility, and a one-story, basement-level garage with a total of 121 parking spaces and 147 bicycle parking spaces. The Project is pursuing a Tier 2 HOME-SF Project, which would permit form-based density and one additional story of height in exchange for providing 25% on-site affordable units. The Project is receiving zoning modifications from rear yard, open space and exposure requirements pursuant to Planning Code Section 206.3.  The building would contain approximately 190,215 gsf and would vary in height from four stories (40 feet) on Cayuga Avenue to five stories along Ocean Avenue to six stories (55 feet) on Alemany Boulevard. Vehicular access to and from the basement-level garage would be provided on Cayuga Avenue. The existing curb cut along the site on Cayuga Avenue would be reduced in width from 80 feet to 20 feet, and the existing curb cut on Ocean Avenue would be removed. The passenger loading zone for the child care facility would be located on Alemany Boulevard. A total of approximately 17,505 square feet of usable open space for the residents of the proposed project would be provided in the form of interior courtyards on the ground floor and roof decks at the fourth and fifth floors. The project site is located within the Excelsior Outer Mission Street Neighborhood Commercial District (NCD) and 40-X Height and Bulk District. The HOME-SF Project Authorization constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2016-012773CUA : 146 Geary Street – located on the north side of Geary Street between Stockton St and Grant Ave; Assessor’s Block 0309, Lot 007 (District 3) – Request for Conditional Use Authorization pursuant to Planning Code Sections 210.2 and 303 to establish a change of use from existing retail to office use on the third and fourth floors of the subject building, within the C-3-R (Downtown-Retail) Zoning District and 80-130-F Height and Bulk District.  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h) For further information, please call Nancy Tran at (415) 575-9174 or email at nancy.h.tran@sfgov.org and ask about the Case No. 2016-012773CUA.

2018-010555CUA: 2412 Clay Street – at the northwest corner of the intersection of Clay and Webster Streets, Lot 008 of Assessor’s Block 0612 (District 2) – Request for a Conditional Use Authorization, pursuant to Planning Code Sections 303 and 209.2, to install a new AT&T Mobility macro wireless telecommunications facility consisting of ten (10) panel antennas screened behind FRP enclosures; installation of twenty (20) remote radio heads, one (1) GPS antenna; and ancillary equipment. The subject property is located with the RM-2 (Residential – Mixed, Moderate Density) Zoning District, and 40-X Height and Bulk District. 2018-011717CUA : 1369 Sanchez Street – located on the east side of Sanchez Street between Cesar Chavez Street and 27th Street; Assessor’s Block 6579, Lot 027 (District 8) – Request for Conditional Use Authorization pursuant to Planning Code Section 303 to document and legalize the demolition of a two-unit residence per Planning Code Section 317 , within the RH-2 (Residential House – Two Family) Zoning District and 40-X Height and Bulk District.  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2018-012392CUA: 37 Saturn Street – Southwest Side of Saturn Street between Lower Terrace and the Saturn Street Steps; Lot 045 in Assessor’s Block 2646 (District 8). – The proposal is for Conditional Use Authorization pursuant to Planning Code Sections 249.77, 303 and 317 for a rear horizontal and a vertical addition to an existing single-family home, resulting in a rear yard that is less than 45% of entire lot area within the RH-2 (Residential-House, Two Family) Zoning and a 40-X Height and Bulk District. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2019-017266PCA (Board File 190842) – One-Year Extension of Medical Cannabis Dispensary Permits and Temporary Cannabis Business Permits. Ordinance renewing and extending a prior waiver and refund of investigation fees imposed by Building Code, Section 107A.5, for persons registered with the Office of Cannabis through December 31, 2020; amending the Health Code to extend the date beyond which temporary Medical Cannabis Dispensary Permits issued under Article 33 of the Health Code are rendered invalid, from December 31, 2019, to December 31, 2020; amending the Police Code to extend the date beyond which Temporary Cannabis Business Permits issued under Article 16 of the Police Code cannot be extended from December 31, 2019, to December 31, 2020; and amending the Planning Code to extend the date by which a Grandfathered Medical Cannabis Dispensary, as defined in the Planning Code, must have received a permit to operate from the Department of Public Health to be deemed a Temporary Cannabis Sales use, as defined in the Planning Code, from December 31, 2019, to December 31, 2020. 2009.0885B: 1100 Van Ness Avenue – located on the east side of Van Ness Avenue between Cedar and Geary Streets; Assessor’s Block 0694, Lots 029 and 030 (District 6) – Revocation of allocation of square footage under the Annual Office Development Limitation Program set forth in Planning Code Sections 320 through 324.
