Inclusionary Reduction Request Form for Pipeline Projects

Effective August 22, 2026 (Board File No. 260538), San Francsico reduced the Inclusionary Affordable Housing requirements for certain residential projects to improve development feasibility.  

Pipeline Projects may request the Planning Director to:

• lower or remove the inclusionary requirement;
• remove Planning Code requirements that are no longer applicable to the project, or 
• extend the performance period of an entitled project. 

A Pipeline Project is a  project that “has submitted a Development Application that the Department has determined to be complete but has not been issued a First Construction Document.”
