Notice is hereby given to the general public that applications involving the properties/and or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code.  The Planning Commission will hold a PUBLIC HEARING on these items and on other matters on Thursday, April 2, 2020, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. 2019-019628CUA:  1888 Clement Street – north side of Clement Street between 20th and 19th Avenues; Lot 061 in Assessor’s Block 1414 (District 1) - Request for Conditional Use Authorization pursuant to Planning Code Sections 303, 303.1 and 717, to establish a Formula Retail Instructional Services use (d.b.a. “Kumon Math and Reading Center”) in a one-story commercial building. The proposed project would convert an approximate 2,300 sq. ft. vacant commercial space located within the Outer Clement NCD (Neighborhood Commercial District) Zoning District and 40-X Height and Bulk District. 2019-004582CUA:  2817 Pine Street – south side of Pine Street between Baker and Broderick Streets; Lot 033 in Assessor’s Block 1048 (District 2) - Request for Conditional Use Authorization pursuant to Planning Code Sections 303 and 317, to legalize a residential merger of two dwelling units into one dwelling unit. The proposed project would legalize the merger of an approximately 500 sq. ft. ground floor studio with a 2,000 sq. ft. three-bedroom unit above in a three-story residential building. The subject property is located within the RH-2 (Residential, House, Two-Family) Zoning District and 40-X Height and Bulk District. 2019-021378CUA:  4092 18th Street – north side of 18th Street between Castro Street and Hartford Street, Lot 057 of Assessor’s Block 3582 (District 7) - Request for a Conditional Use Authorization pursuant to Planning Code Sections 303 and 715 to convert the existing limited restaurant to full-service Restaurant (d.b.a. “Quicky Burgers”) with a Type 41 On-Sale Beer and Wine for Bona fide Public Eating Place license, at the ground floor of the subject property located within the Castro Street Neighborhood Commercial District and the 40-X Height and Bulk District. This project was reviewed under the Community Business Priority Processing Program (CB3P). A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2019-004021CUA:  1335 Grant Avenue – west side of Grant Avenue between Green Street and Vallejo Street, Lot 004 of Assessor’s Block 0131 (District 3) - Request for a Conditional Use Authorization pursuant to Planning Code Sections 202.2, 303, 722, and 780.3 to establish an approximately 1078 square foot cannabis retail use (d.b.a. Barbary Coast North Beach) in an existing retail space in a three-story residential and commercial building. The Project will occupy the ground floor tenant space at 1335 Grant Avenue within the North Beach (SUD) Special Use District, North Beach NCD (Neighborhood Commercial) Zoning District and 40-X Height and Bulk District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2018-009397CUAVAR: 2005 17th Street – south side of 17th Street between Kansas and Vermont Streets, Lot 001J of Assessor’s Block 3977 (District 10) – Request for Conditional Use Authorization pursuant to Planning Code Sections 303 and 317 to remove an unauthorized dwelling unit from the ground floor basement/garage level of an existing single-family, two-story residential building. The building would retain the one existing legal dwelling unit. The project includes reconstruction of an unauthorized deck and the addition of a firewall in the required rear yard which requires a variance from Planning Code Section 134 within the RH-2 (Residential House, Two-Family) Zoning District and 45-X Height and Bulk District. 2018-013422DRP/VAR: 1926 Divisadero Street – between California and Pine Streets; Lot 024 in Assessor’s Block 1027 (District 2) - Request for Discretionary Review of Building Permit Application No. 2018.0808.6813, to construct an approximately 166 square foot rear addition at the second floor of the two-story over basement residential building within the NC-2 (Neighborhood Commercial, Small Scale) Zoning District and 40-X Height and Bulk District. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2015-014170DRP: 804 22nd Street – between Tennessee and Minnesota Streets; Lot 010 in Assessor’s Block 4107 (District 10) - Request for Discretionary Review of Building Permit Application No. 2018.0813.7232, a one-story rear horizontal addition at the first story and a third-story vertical addition floor with a roof deck above within the NCT-2 (Neighborhood Commercial, Transit-2) Zoning District and 40-X Height and Bulk District. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). Comments received by 9:30 a.m. on the day of the hearing will be made a part of the official record and will be brought to the attention of the Commission.
