Notice is hereby given to the general public that applications involving the properties/and or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code. The Planning Commission will hold a PUBLIC HEARING on these items and on other matters on Thursday, February 13, 2020, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. 2019-020852CUA: 1100 Taraval Street – northwest corner of Taraval Street and 21st Avenue; Lot 017 in Assessor’s Block 2350 (District 4) - Request for Conditional Use Authorization, pursuant to Planning Code Sections 303, 733, and 781.1 to establish a full-service Restaurant (d.b.a. “U Dessert Story”) within the Taraval Street Neighborhood Commercial (NCD) Zoning District, the Taraval Street Restaurant Subdistrict, and a 65-A Height and Bulk District. The property was approved for Restaurant use in 2009 but the use was never vested with a building permit. This project was reviewed under the Community Business Priority Processing Program (CB3P). 2019-004211CUA: 3859 24th Street – south side of 24th Street between Sanchez and Vicksburg Streets, Lot 028 of Assessor’s Block 6509 (District 8) - Request for a Conditional Use Authorization pursuant to Planning Code Sections 202.2, 303, and 728 to establish an approximately 1,140 square foot Restaurant and Retail Sales and Service use in an existing ground floor commercial space within the Noe Valley NCT (Neighborhood Commercial) Zoning District and 40-X Height and Bulk District. The subject property was reviewed under the Community Business Priority Processing Program (CB3P). A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2018-011249CUA: 1567 California Street – southeast corner of California and Polk Streets; Lots 014, 014A, and 015 in Assessor’s Block 0645 (District 3) - Request for Conditional Use Authorization pursuant to Planning Code Sections 121.1, 121.7 and 303 to allow the development of a lot greater than 2,500 square feet and the merger of lots resulting in a project frontage of more than 25 feet within the Polk Street NCD. The Project is using the Individually-Requested State Density Bonus Program to achieve a density bonus and requests waivers from: 1) Rear Yard (Section 134); 2) Usable Open Space (Section 135); 3) Exposure (Section 140); 4) Height (Section 260); and 5) Bulk (Section 270). Additionally, the Project requests an incentive or concession under the State Density Bonus Program from Ground Floor Ceiling Height (Section 145.1). The Project proposes to demolish the existing two-story commercial building and associated surface parking and construct an eight-story over basement, 85-foot-tall mixed-use building including approximately 10,000 square feet of ground floor commercial space and 100 dwelling units, 101 Class 1 bicycle parking spaces and no off-street vehicle parking. The nighttime entertainment use would permit a Place of Entertainment permit to be issued for cabaret performances and other live music within the Union Street Neighborhood Commercial Zoning District and a 40-X Height and Bulk District. Persons who are unable to attend the scheduled Commission hearing may submit written comments regarding these cases to the individuals listed for each case above at the Planning Department, 1650 Mission Street, 4th Floor, San Francisco, CA 94103. Comments received by 9:30 a.m. on the day of the hearing will be made a part of the official record and will be brought to the attention of the Commission.
Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, the public hearing.
