  1. DIAL the number listed for the meeting toll-free at 1 (415) 655-0001.
  2. Enter the Access Code for this meeting: 146 124 5399 then press #. If prompted for an Attendee ID, just press #.
    Please note: the Access Code will change for every meeting.
  3. Stop and LISTEN.
  4. Wait for Public Comment to be announced (by Item # or for General Public Comment).
  5. When the Commission/Hearing Secretary calls Public Comment, press *3 to raise your hand.
  6. Once you raise your hand, you will hear the prompt, “You have raised your hand to ask a question. Please wait to speak until the host calls on you.” If you no longer want to submit public comment, press*3 to lower your hand.
  7. Wait for your turn to speak.

The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, September 10, 2020, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400. Please be advised that due to the COVID-19 emergency, the Planning Commission may be required to conduct this hearing remotely. 2020-006148CUA: 2843-2845 Geary Blvd – south side of Geary Blvd between Collins and Wood Streets, Lot 025 of Assessor’s Block 1091 (District 1) - Request for a Conditional Use Authorization pursuant to Planning Code Sections 202.2, 303, and 739 to establish a Cannabis Retail use with no on-site consumption in an existing 1,425 square foot ground floor commercial space within the Geary Boulevard Neighborhood Commercial District (NCD) Zoning District and 40-X Height and Bulk District. A 1-story horizontal addition at the rear of the building and minor front façade changes are proposed. 2017-007063CUA: 518 Brannan Street – northwest side of Brannan Street between 4th and 5th Streets, Lot 037 of Assessor’s Block 3777 (District 6) – Request for Conditional Use Authorization, pursuant to Planning Code Section 202.2, 303, and 840 to establish an 1,855 sq ft Cannabis Retail establishment within the existing one-story building of the subject property within the MUG (Mixed-Use General) Zoning District, the Central SoMa Special Use District and 45-X and 65-X Height and Bulk District. 2013.0511X/CUA: 1125 Market Street – south side of Market Street between 7th and 8th Streets; Lot 047, in Assessor’s Block 3702 (District 6) – 1) Request for Downtown Project Authorization pursuant to Planning Code Sections 210.2 and 309 to allow a project greater than 50,000 square feet of floor area within a C-3 Zoning District with exceptions for reduction of ground-level wind currents in C-3 Districts (Section 148) and reduction of sunlight on the public sidewalks (Section 146); and 2) Request for Conditional Use Authorization pursuant to Planning Code Sections 210.2 and 303 to allow a hotel use.  The proposed project (“Project”) includes the construction of a new 12-story mixed-use hotel and office building reaching a roof height of up to 119-feet-tall (141-feet-tall inclusive of rooftop screening/mechanical equipment). The Project includes a total gross floor area of approximately 140,558 square feet, with approximately 103,800 gross square feet of hotel use (180 hotel guest rooms), 10,500 gross square feet of office use (coworking space), and approximately 5,500 gross square feet of restaurant/retail uses on the ground floor. The Project also includes 1,500 gross square feet of interior privately-owned public open space (POPOS) within the ground floor, 9 Class 1 and 18 Class 2 bicycle parking spaces for the hotel, office, and retail uses.  The subject property is located within the C-3-G Zoning District and the 120-X Height and Bulk District. 2019-016047VAR: 1350 Hayes Street – north side of Hayes Street between Broderick and Divisadero Streets, Lot 015 of Assessor’s Block 1201 (District 5) – Request for a Variance pursuant to Planning Code Section 134 to permit the construction of a new two-story single-family dwelling at the rear of the lot, behind the existing two-story single-family dwelling within the RM-1 (Residential-Mixed, Low-Density) Zoning District and the 40-X Height and Bulk District. Planning Code Section 134 requires the subject property to maintain a rear yard of approximately 34 feet, however the proposed dwelling will encroach approximately 27 feet into the required rear yard and result in a rear yard of 7 feet. 2016-012135CUA: 2214 Cayuga Avenue and 3101 Alemany Boulevard – northside of Cayuga Avenue and southside of Alemany Boulevard and between Sickles Avenue and Regent Street, Lots 001 and 034 in Assessor’s Block 1746 (District 11) – Request for a Conditional Use Authorization pursuant to Planning Code Sections 303, 317, and 710 for the demolition of an existing two-story, single family residence and the construction of four new four-story, 40-foot, residential buildings containing a total of seven dwelling units, approximately 15,196 square feet in area, and seven Class 1 bicycle parking spaces within the Neighborhood Commercial, Cluster (NC-1) Zoning District and 40-X Height and Bulk District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2018-004330DRM: 2440 Bayshore Blvd – northwest side of Bayshore Blvd between Leland and Visitation Avenues, Lot 020 of Assessor’s Block 6249 (District 10) – Request for Mandatory Discretionary Review of Building Permit Application No. 202002194816, proposing to amend the conditions of approval of Discretionary Review Action No. 0500 to permit the existing 880 sq ft Medical Cannabis Dispensary to remain open between the hours of 8 A.M. and 10 P.M. daily. The site is located within the NC-3 (Neighborhood Commercial, Moderate Scale) Zoning District, the Visitacion Valley / Schlage Lock Special Use District and a 55-X Height and Bulk District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h).). It is strongly recommended that persons submit their comments in writing in advance of the hearing. Written comments may be submitted via email directly to the case planner.

Comments received by 9:30 a.m. on the day of the hearing will be made as part of the official record and will be brought to the attention of the Commission.

Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Commission at, or prior to, the public hearing.
