  1. DIAL the number listed for the meeting toll-free at 1 (415) 655-0001.
  2. Enter the Access Code for this meeting: 146 152 9199 then press #. If prompted for an Attendee ID, just press #.

  3. Stop and LISTEN.
  4. Wait for Public Comment to be announced (by Item # or for General Public Comment).
  5. When the Commission/Hearing Secretary calls Public Comment, press *3 to raise your hand.
  6. Once you raise your hand, you will hear the prompt, “You have raised your hand to ask a question. Please wait to speak until the host calls on you.” If you no longer want to submit public comment, press*3 to lower your hand.

Goodlett Place, Room 400.  Please be advised that due to the COVID-19 emergency, the Planning Commission may be required to conduct this hearing remotely. 2020-000817CUA:  3030 Fillmore Street – east side of Fillmore Street between Filbert and Union Streets, Lot 023 of Assessor’s Block 0533 (District 2) - Request for a Conditional Use Authorization pursuant to Planning Code Sections 303, 303.1, and 725 for the establishment of a Formula Retail Use (d.b.a. “European Wax Center”) at an approximately 1,700 square-foot tenant space located on the ground floor of a three-story, mixed-use building within the Union Street Neighborhood Commercial (NCD) Zoning District and 40-X Height and Bulk District. Minor interior and exterior alterations are proposed to the subject tenant space. 2017-009840CUA:  861 Baker Street – southeast corner of Baker Street and Turk Boulevard, Lot 001 of Assessor’s Block 1151 (District 5) - Request for a Conditional Use Authorization pursuant to Planning Code Sections 303 and 317 to remove an unauthorized dwelling unit on the third floor of the building at the front of the lot (at the corner of Baker Street and Turk Boulevard) within an RH-3 (Residential, House – Three Family) Zoning District and a 40-X Height & Bulk District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2011.1300CUA/ENX-02: 901 16th Street/1200 17th Street – southeast corner of 16th Street and Mississippi Street, Lots 001 & 002 of Assessor’s Block 3949 and Lot 001 of Assessor’s Block 3950 (District 10) - Request for a Conditional Use Authorization, pursuant to Planning Code Sections 303 and 843.41, to establish a public parking garage, and a Large Project Authorization, pursuant to Planning Code Section 329, for new construction of a new parking garage (measuring approximately 84,900 gsf) and the change of use and interior expansion of the existing buildings at 901 16th Street/1200 17th Street. The proposed project includes demolition of a modular office structure, reuse of two metal shed industrial warehouse buildings and a vacant brick office building, construction of a new mezzanine level within the existing warehouse buildings, and new construction of a new public parking structure for the San Francisco Wholesale Flower Market. The new parking structure would accommodate 150 standard parking spaces, 25 box truck parking/loading spaces, and 22 bicycle parking spaces. As a variant to this proposal, the project is also looking at an expanded parking garage (102,000 gsf) which would include a total of 175 standard parking spaces, 25 box truck parking/loading spaces, and 24 bicycle parking spaces. A new loading dock would be constructed along Mississippi Street. Under the Large Project Authorization, the project is requesting exceptions to the Planning Code requirements for non-residential open space (Planning Code Section 135.3); screening of vehicle use areas (Planning Code Section 142); above-grade parking (Planning Code Section 145.1(c)(1)); parking and loading entrances (Planning Code Section 145.1(c)(2)); required active use (Planning Code Section 145.1(c)(3)); ground floor heights (Planning Code Section 145.1(c)(4)); curb cuts (Planning Code Section 155(r)); car-share (Planning Code Section 166); horizontal mass reduction (Planning Code Section 270.1); and mid-block alleys (Planning Code Section 270.2). 2020-001911CND:  764 Cole Street – east side of Cole Street between Frederick and Beulah Streets, Lot 033 of Assessor’s Block 1252 (District 5) - Request for Condominium Conversion Subdivision to convert a three-story, six-unit building into residential condominiums within an RH-3 (Residential, House – Three Family) Zoning District and a 40-X Height & Bulk District. 2016-004392OFA: 531 Bryant Street – southeast corner of Bryant and Zoe Streets, Lot 094 of Assessor’s Block 3776 (District 6) - Request for an Office Development Authorization, pursuant to Planning Code Sections 321 and 322, to authorize up to 47,810 square feet from the Office Development Annual Limit per PC 321 and 322, for the proposed project including new construction of a six-story, 65-foot tall, office building with a roof deck, rear courtyard and ground-floor retail use. The new mixed-use building will include approximately 47,810 gross square feet of office use and approximately 2,899 square feet of retail use. The Project will also provide 1,118 square feet of private open space on the ground floor, a roof deck measuring 1,662 square feet, and 14 bicycle parking spaces (10 Class I, 4 Class II). A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2017-015039DRP-04: 350-352 San Jose Avenue – between 25th and 26th Streets; Lot 010A in Assessor’s Block 6532 (District 8) - Request for Discretionary Review of Building Permit Application No. 2018.0403.5430 to construct a horizontal and a vertical addition to add eight dwelling units to an existing two-story, four-dwelling unit residential building. The proposal also includes lifting and relocating the building 15 feet forward towards San Jose Avenue. The proposed three-story over basement residential building will provide a total of 12 dwelling units within the RM-2 (Residential Mixed, Moderate Density) Zoning District and 40-X Height and Bulk District.  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). Comments received by 9:30 a.m. on the day of the hearing will be made as part of the official record and will be brought to the attention of the Commission.

Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Commission at, or prior to, the public hearing.
