  1. DIAL the number listed for the meeting toll-free at 1 (415) 655-0001.
  2. Enter the Access Code for this meeting: 146 994 8269 then press #. If prompted for an Attendee ID, just press #.

  3. Stop and LISTEN.
  4. Wait for Public Comment to be announced (by Item # or for General Public Comment).
  5. When the Commission/Hearing Secretary calls Public Comment, press *3 to raise your hand.
  6. Once you raise your hand, you will hear the prompt, “You have raised your hand to ask a question. Please wait to speak until the host calls on you.” If you no longer want to submit public comment, press*3 to lower your hand.

Notice is hereby given to the general public that application involving the properties/and or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code. The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, October 22, 2020, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400.  Please be advised that due to the COVID-19 emergency, the Planning Commission may be required to conduct this hearing remotely. 2020-003248PCA [Board File No. 201008] – State-Mandated Accessory Dwelling Unit Controls: Ordinance amending the Planning Code to clarify the ministerial approval process for certain Accessory Dwelling Units meeting certain requirements in single-family and multifamily buildings; affirming the Planning Department’s determination under the California Environmental Quality Act; and making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1. 2017-011878PHA-02: 420 23rd Street – north side of 23rd Street west of Illinois Street; Lot 006 in Assessor’s Block 4232 (District 10) - Request for a Major Modification to the Off-Street Loading requirements pursuant to Planning Code Section 249.87 and adopted within the Development Agreement. The proposal would rehabilitate the existing approximately 65-foot tall Station A and construct a six-story vertical addition, resulting in an 11-story building. The property is within the PPS-MU (Potrero Power Station Mixed Use) Zoning District, the Potrero Power Station Special Use District, and a 65-PPS/240-PPS Height and Bulk District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2018-014357OFA: 1450 Owens Street – west side of Owens Street between A Street and Mission Bay Drive; Lot 017 in Assessor’s Block 8709 (District 6) - Request for an Office Development Authorization pursuant to Planning Code Sections 321 and 322 to authorize up to 49,999 square feet from the Office Development Annual Limit. The proposal would construct a new mixed-use life sciences facility consisting of up to approximately 131,000 gross square feet (gsf) of life science research and development (R&D) space, 49,998 gsf of office space, and 2,600 gsf of ground-floor retail space.  The new building would be 109-feet tall excluding a 20-foot tall screen mechanical penthouse. 2020-002440DRP: 56 Scenic Way – between 25th and 26th Avenues; Lot 011 in Assessor’s Block 1303 (District 2) - Request for Discretionary Review of Building Permit Application No. 2020.0213.4831 to construct an approximately 41 square-foot addition to the existing rear deck with new stairs on the west side of the deck, and an approximately 100 square-foot addition to an existing roof deck at the rear above the second floor to a three-story, one-family dwelling within the RH-1(D) (Residential House, One-Family-Detached) Zoning District and 40-X Height and Bulk District.  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h).). 2019-005728DRP/VAR: 945-947 Minnesota Street – between 20th and 22nd Streets; Lot 018 in Assessor’s Block 4107 (District 10) - Request for Discretionary Review of Building Permit Application No. 2019.1003.3468 to restore the front façade with new entry stairs, expanded window openings, wood windows with ogee lugs, rustic siding, and a new cornice. At the rear of the building, an existing wood exit stair will be reconstructed and a ground-floor open area under an existing rear addition will be infilled. The project also includes rear decks at the third floor and roof levels, as well as interior work to an existing three-story, two-family dwelling within the RH-3 (Residential House, Three-Family) Zoning District and 40-X Height and Bulk District. Elements of the proposed addition, including the proposed rear stair, spiral stair, third floor deck and portions of the roof deck encroach into the required rear yard. Overall, the project provides a rear yard equivalent to 17 feet. Therefore, the project requires a Variance from the Rear Yard requirement of the Planning Code. Persons who are unable to attend the scheduled Commission hearing may submit written comments regarding these cases to the individuals listed for each case above via email or at the Planning Department, 49 South Van Ness Avenue, Suite 1400, San Francisco, CA 94103. Comments received by 9:30 a.m. on the day of the hearing will be made as part of the official record and will be brought to the attention of the Commission.
