Instructions for Calling-In to a Meeting

  1. DIAL the number listed for the meeting toll-free at 1 (415) 655-0001.
  2. Enter the Access Code for this meeting: 146 227 7331 then press #. If prompted for an Attendee ID, just press #.
    Please note: the Access Code will change for every meeting.
  3. Stop and LISTEN.
  4. Wait for Public Comment to be announced (by Item # or for General Public Comment).
  5. When the Commission/Hearing Secretary calls Public Comment, press *3 to raise your hand.
  6. Once you raise your hand, you will hear the prompt, “You have raised your hand to ask a question. Please wait to speak until the host calls on you.” If you no longer want to submit public comment, press*3 to lower your hand.
  7. Wait for your turn to speak.
  8. When you hear the prompt, “Your line is unmuted” – THIS IS YOUR OPPORTUNITY TO PROVIDE YOUR PUBLIC COMMENT.
  9. The Commission/Hearing Secretary will indicate how much time you have to provide your comments. You will be alerted when you have 30 seconds remaining.

Notice is hereby given to the general public that application involving the properties/and or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code. The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, November 12, 2020, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400.  Please be advised that due to the COVID-19 emergency, the Planning Commission may be required to conduct this hearing remotely. Additional information may be found on the Department's website.

2019-013951CUA:  224-228 Clara Street – north side of Clara Street between 5st and 6th Streets; Lots 062 and 063 in Assessor’s Block 3753 (District 6) - Request for Conditional Use Authorization, pursuant to Planning Code Sections 303 and 317 to demolish a single-family residential building at 228 Clara Street and construct a five-story nine unit residential building on 224 and 228 Clara Streets within the MUR  (Mixed Use Residential) Zoning District, SoMa Youth and Family Special Use District, Central SoMa Special Use District, and a 45-X Height and Bulk District. The Project also proposes the merger of Lots 062 and 063. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2019-017837CUA: 1812-1816 Green Street – north side of Green Street between Laguna and Octavia Streets; Lot 007 in Assessor's Block 0543 (District 2) - Request for Conditional Use Authorization pursuant to Planning Code Sections 209.1, 303, and 317 to legalize the merger of two residential units into a single-family residence. There will be no expansion of the existing building envelope or proposed modification to the existing, unpermitted property condition under the current proposal.  The project site is located within an RH-2 (Residential-House, Two Family) Zoning District and a 40-X Height and Bulk District. 2019-017867CUA: 1566-1568 Haight Street – north side of Haight Street between Clayton and Ashbury Streets; Lot 017 in Assessor's Block 1231 (District 5) - Request for Conditional Use Authorization pursuant to Planning Code Sections 719, 303, and 178(e)(2) to legalize the merger of two ground floor commercial spaces of an existing restaurant and bar use d.b.a. Michael Collins Irish Bar & Restaurant of approximately 3,650 square feet of floor area, modify the conditions of approval from prior Conditional Use authorizations, legalize facade and interior modifications, and to add entertainment use (if desired by current and future tenants at a future date) to the existing restaurant and bar. There will be no expansion of the existing building envelope or storefront modifications proposed under the current proposal.  The project site is located within the Haight Street Neighborhood Commercial Zoning District, Haight Street Alcohol Restricted Use Subdistrict, Fringe Financial Service Restricted Use District, and a 40-X Height and Bulk District. 2016-012745DRP-04: 311 28th Street – between Sanchez and Noe Streets; Lot 048 in Assessor’s Block 6613 (District 8) - Request for Discretionary Review of Building Permit Application No. 2016.0906.6885 to construct a new three-story over garage single-family residence at the front of the property that contains an existing 2-story one-family dwelling at the rear of the lot within the RH-2 (Residential House, Two-Family) Zoning District and 40-X Height and Bulk District.  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h).  For further information, call David Winslow at (628) 652-7335 or email at david.winslow@sfgov.org and ask about Case No. 2016-012745DRP-04.

2020-007450DRP-02: 428 Liberty Street – between Sanchez and Rayburn Streets; Lot 046 in Assessor’s Block 3604 (District 8) - Request for Discretionary Review of Building Permit Application No. 2020.0812.1624 to clarify dimensions for Building Permit Application No. 2017.1027.2502 to construct a horizontal rear addition and roof pitch change to an existing 3-story with attic one-family dwelling within the RH-1 (Residential -House, One-Family) Zoning District and 40-X Height and Bulk District.  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h).  For further information, call David Winslow at (628) 652-7335 or email at david.winslow@sfgov.org and ask about Case No. 2020-007450DRP-02.


It is strongly recommended that persons submit their comments in writing in advance of the hearing. Written comments may be submitted via email directly to the case planner.

Persons who are unable to attend the scheduled Commission hearing may submit written comments regarding these cases to the individuals listed for each case above via email or at the Planning Department, 49 South Van Ness Avenue, Suite 1400, San Francisco, CA 94103. Comments received by 9:30 a.m. on the day of the hearing will be made as part of the official record and will be brought to the attention of the Commission.

Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Commission at, or prior to, the public hearing.
