Instructions for Calling-In to a Meeting

  1. DIAL the number listed for the meeting toll-free at 1 (415) 655-0001.
  2. Enter the Access Code for this meeting: 146 248 1397 then press #. If prompted for an Attendee ID, just press #.
    Please note: the Access Code will change for every meeting.
  3. Stop and LISTEN.
  4. Wait for Public Comment to be announced (by Item # or for General Public Comment).
  5. When the Commission/Hearing Secretary calls Public Comment, press *3 to raise your hand.
  6. Once you raise your hand, you will hear the prompt, “You have raised your hand to ask a question. Please wait to speak until the host calls on you.” If you no longer want to submit public comment, press*3 to lower your hand.
  7. Wait for your turn to speak.
  8. When you hear the prompt, “Your line is unmuted” – THIS IS YOUR OPPORTUNITY TO PROVIDE YOUR PUBLIC COMMENT.
  9. The Commission/Hearing Secretary will indicate how much time you have to provide your comments. You will be alerted when you have 30 seconds remaining.

Notice is hereby given to the general public that applications involving the properties and/or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code. The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, December 10, 2020, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400.  Please be advised that due to the COVID-19 emergency, the Planning Commission may be required to conduct this hearing remotely. 2020-006608CUA: 3407 Geary Boulevard – south side of Geary Boulevard between Beaumont Avenue and Stanyan Street, Lot 031 of Assessor’s Block 1085 (District 1) – Request for Conditional Use Authorization pursuant to Planning Code Sections 303 and 739, to establish an approximately 1,219 square-foot Cannabis Retail Use (d.b.a. CannaClub) in a vacant ground floor tenant space in a two story mixed-use building. The tenant space was previously occupied by the restaurant Thai Café until approximately 2019. There will be no expansion of the existing building envelope or storefront modifications proposed. The Project Site is located within the Geary Boulevard NCD Zoning District and the 40-X Height and Bulk District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2017-004557PRJ: 550 O’Farrell Street – north side of O’Farrell Street between Leavenworth and Jones Streets; Lot 009 in Assessor’s Block 0318 (District 6) – 1) Request for Conditional Use Authorization pursuant to Planning Code Sections 253, 270, and 303 to allow a structure over 50 feet in height in an RC Zoning District and Bulk Limit Exceptions; 2) the Zoning Administrator will consider a Variance from the requirements for a Rear Yard (Section 134) and Dwelling Unit Exposure (Section 140). A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). The project would demolish the existing 2-story parking garage but retain the garage façade and construct a 13-story over-basement residential tower with 111 dwelling units within the RC-4 (Residential-Commercial High Density) Zoning District, 80-T-130-T Height and Bulk District, and the North of Market Residential Special Use District (Subarea No. 1) Dwelling unit density is increased utilizing Planning Code Section 207(c)1 and providing on-site inclusionary affordable units. 2020-007023CUA: 1649 Divisadero Street – west side of Divisadero Street and between Sutter and Post Streets, Lot 001A in Assessor’s Block 1076 (District 5) - Request for a Conditional Use Authorization pursuant to Planning Code Sections 202.2(a), 303, and 712 for the establishment of a Cannabis Retail Use (d.b.a. “Nicer Co.”) at an approximately 1,270 square-foot tenant space located at the ground floor of an existing two-story, mixed-use building within the Neighborhood Commercial, Moderate Scale (NC-3) Zoning District and 65-A Height and Bulk District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2018-009545CUA: 1-91 EXECUTIVE PARK BL – on west side of Executive Park Bl between Alanna Rd and Blanken Ave, Lot 066 of Assessor’s Block 4991 (District 10) – Request for a Conditional Use Authorization, pursuant to Planning Code Sections 303, 210.1, and 211.2, to install a new AT&T Mobility Macro Wireless Telecommunications Services Facility on a new 70’ tall faux-eucalyptus tree consisting of installation of nine (9) panel antennas, and ancillary equipment as part of the AT&T Mobility Telecommunications Network. Ancillary equipment will be screened within FRP paneling enclosure with faux CMU finish at ground level. Three new trees are to be planted around proposed facility to facilitate additional site screening. The subject property is located within the C-2 ( Community Business), P (Public) and the OS Height and Bulk Districts. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2018-014950DRP: 492 45th Avenue – corner of Geary Boulevard; Lot 001D in Assessor’s Block 1491 (District 1) - Request for Discretionary Review of Building Permit Application No. 2018.1022.3827 for the horizontal and second floor vertical addition to existing single family residence and demolition of existing detached garage within the RH-1 (Residential House, One-Family) Zoning District and 40-X Height and Bulk District. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2019-005907DRP-02: 1151 Washington Street – between Mason and Taylor Streets; Lot 025 in Assessor’s Block 0213 (District 3) - Request for Discretionary Review of Building Permit Application No. 2019.0419.8530 for a rear horizontal addition and vertical addition to the existing 33-foot-tall, two-story over basement, 3,050-square-foot, single-family residence within the RM-3 (Residential-Mixed, High Density) Zoning District and 65-A Height and Bulk District. The project includes 181 cubic yards of excavation for the proposed basement expansion and a new roof deck that would include a covered outdoor kitchen. The finished building would be 39 feet, 11 inches tall, three stories over basement, and 5,235 square feet in size. The project would require 12 feet of excavation below ground surface. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). It is strongly recommended that persons submit their comments in writing in advance of the hearing. Written comments may be submitted via email directly to the case planner.

Persons who are unable to attend the scheduled Commission hearing may submit written comments regarding these cases to the individuals listed for each case above via email or at the Planning Department, 49 South Van Ness Avenue, Suite 1400, San Francisco, CA 94103. Comments received by 9:30 a.m. on the day of the hearing will be made as part of the official record and will be brought to the attention of the Commission.

Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Commission at, or prior to, the public hearing.
