  1. DIAL the number listed for the meeting toll-free at 1 (415) 655-0001.
  2. Enter the Access Code for this meeting: 146 671 8912 then press #. If prompted for an Attendee ID, just press #.

  3. Stop and LISTEN.
  4. Wait for Public Comment to be announced (by Item # or for General Public Comment).
  5. When the Commission/Hearing Secretary calls Public Comment, press *3 to raise your hand.

Notice is hereby given to the general public that applications involving the properties and/or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code.  The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, December 17, 2020, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400.  Please be advised that due to the COVID-19 emergency, the Planning Commission may be required to conduct this hearing remotely. 2020-003003CUA: 1455 & 1459 Underwood Ave – southwest side of Underwood Street between Keith and Jennings Streets, Lot 039 of Assessor’s Block 4810 (District 10)– Request for Conditional Use Authorization, pursuant to Planning Code Sections 121, 209.1, and 303, to split the existing 47 foot wide lot into two 23.5 foot wide lots and to construct two single family dwelling units. Each new dwelling unit measures approximately 3,701 square foot, with a height of 32.625 feet (three stories), and includes one off-street automobile parking space. The Project Site is located within the RH-1 (Residential-House, One-Family) Zoning District and a 40-X Height and Bulk District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2019-020938CUA: 1 Montgomery Street – west side of Montgomery Street at its intersection with Post Street, Lots 001A and 002 of Assessor’s Block 292 (District 3)– Request for Conditional Use Authorization, pursuant to Planning Code Sections 210.2 and 303, to change the use of the subject property from a mix of office and retail to a fully office use. This would entail a total addition of approximately 15,238 square feet of office space at the basement and ground levels, alongside associated interior alterations and the extension of the mezzanine level. No expansion of the building envelope is proposed, and the existing privately owned public open space at the roof would be retained. The project site is located within the Downtown-Office (C-3-O) Zoning District and 250-S Height and Bulk District. 2019-021182CUA/ENV: 478 - 27th Avenue & 6210 Geary Boulevard – northeast corner of 27th Avenue and Geary Boulevard, Lots 024 and 041 of Assessor’s Block 1458 (District 1) - Request for Conditional Use (CU) Authorization, pursuant to Planning Code Sections 121.1, 209.1, 303, 317, and 739 to demolish the existing 2-story over garage single-family residence at 478 - 27th Avenue for the construction of a 2-story over garage and basement apartment building with 4 senior apartments and 1 senior accessory dwelling unit. The project would provide vehicular access for the proposed garage structure on the adjacent lot at 6210 Geary Boulevard. At 6210 Geary Boulevard, the project would (1) convert the existing sunken/below-grade play area into a covered parking structure (for 21 spaces) with access from 478 - 27th Avenue; (2) regrade and construct a new play area with parking capability (for 17 spaces) at the street level; and (3) construct a new curb cut on Geary Boulevard frontage. The proposal includes CU for development lot size (Planning Code Section 121.1), demolition of a residential unit (Planning Code Section 317), and the construction of a parking structure (Planning Code Sections 209.1 and 739) within the RH-2 and Geary Boulevard NCD  (Neighborhood Commercial District) Zoning Districts and 40-X Height and Bulk District. 2020-006045PCUA/VAR: 292 Eureka Street – West side of Eureka Street at the northwest corner of 20th Street; Lot 020 in Assessor's Block 2699 (District 8) – Request for Conditional Use Authorization pursuant to Planning Code Sections 317 and 303, to comply with Planning Enforcement Case No. 2019-021966ENF to legalize a tantamount to demolition to the existing two-story-over-garage single-family dwelling. The proposal includes the conversion of non-habitable space at the ground floor for a second dwelling unit. The project also requests a Variance from Planning Code Sections 134 (rear yard). The project is within an RH-2 (Residential House, Two-Family) Zoning District and a 40-X Height and Bulk District. 2018-014795ENX: 1560 Folsom Street – irregular lot fronting Folsom, 11th, Burns, and Kissling Streets; Lots 009, 066, 067, and 068 in Assessor’s Block 3516 (District 6) - Request for Large Project Authorization, pursuant to Planning Code Sections 329, 813, 823, and 844 for a Project which proposes to demolish all existing Industrial buildings at the project site, merge four existing lots into two new lots, vacate a portion of Burns Place (a public alleyway), and construct two new buildings at the site. The first building, fronting Kissling Street, is proposed as a 7-story, 83.5’ tall, 65,575 sq ft residential building containing 56 dwelling units and 36 off-street auto parking spaces. The second building, fronting Folsom and 11th Streets, is proposed as an 8-story, 85’ tall, 200,049 sq ft mixed use building containing 188 dwelling units and 47 off-street auto parking spaces. The subject property is within the WMUG (Western SoMa Mixed Use General) and RED (Residential Enclave) Zoning Districts, the Western SoMa Special Use District, and 40-X and 55-X Height and Bulk Districts. The proposed Project would utilize the State Density Bonus Law (California Government Code Sections 65915-65918) and proposes waivers for: the Height Limit (PC 260), Rear Yard (PC 134), Dwelling Unit Exposure (PC 140), Narrow Streets Height Limit (PC 261.1), and Horizontal Mass Reduction (PC 270.1) requirements of the Planning Code.  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2016-000302DRP: 460 Vallejo Street - between Kearny and Montgomery Streets; Lot 020 in Assessor’s Block 0133 (District 3) - Request for Discretionary Review of Building Permit Application No. 2015.1216.5310 to add a private roof deck for Unit 460 Vallejo only.  Infill light well and interior remodel for both units. Add media room, wet bar, powder room to E basement, add bathroom to 462 Vallejo, add powder room to 460 Vallejo within the RH-3 (Residential House, Three-Family) Zoning District and 40-X Height and Bulk District.  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2020-008598DRP: 3340 Geary Boulevard  - between Parker and Commonwealth; Lot 031  in Assessor’s Block 1064 (District 2) - Request for Discretionary Review of Building Permit Application No. 2020.0819.2098 to correct suspension request from Scott Sanchez (ZA), dated June 1, 2020, stating: correction submitting a revision permit to: 1) remove the unpermitted storage shed. 2) clearly and properly document information on the site vicinity maps sheet within the Geary Boulevard NCD (Neighborhood Commercial) Zoning District and 40-X Height and Bulk District.  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). Persons who are unable to attend the scheduled Commission hearing may submit written comments regarding these cases to the individuals listed for each case above via email or at the Planning Department, 49 South Van Ness Avenue, Suite 1400, San Francisco, CA 94103. Comments received by 9:30 a.m. on the day of the hearing will be made as part of the official record and will be brought to the attention of the Commission.

Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Commission at, or prior to, the public hearing.
