  1. DIAL the number listed for the meeting toll-free at 1 (415) 655-0001.
  2. Enter the Access Code for this meeting: 146 065 8530  then press #. If prompted for an Attendee ID, just press #.
    Please note: the Access Code will change for every meeting.
  3. Stop and LISTEN.
  4. Wait for Public Comment to be announced (by Item # or for General Public Comment).
  5. When the Commission/Hearing Secretary calls Public Comment, press *3 to raise your hand.
  6. Once you raise your hand, you will hear the prompt, “You have raised your hand to ask a question. Please wait to speak until the host calls on you.” If you no longer want to submit public comment, press*3 to lower your hand.
  7. Wait for your turn to speak.
  8. When you hear the prompt, “Your line is unmuted” – THIS IS YOUR OPPORTUNITY TO PROVIDE YOUR PUBLIC COMMENT.

Notice is hereby given to the general public that applications involving the properties and/or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code.  The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, January 14, 2021, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400.  Please be advised that due to the COVID-19 emergency, the Planning Commission may be required to conduct this hearing remotely. 2019-006956CUA: 656 Andover Street – west side of Andover Street between Richland and Crescent Avenues; Lot 002 in Assessor’s Block 5744 (District 9) – Request for Conditional Use Authorization pursuant to Planning Code Sections 303 and 317 to remove an unauthorized dwelling unit from the ground floor basement/garage level of an existing two-family, three-story residential building. The building would retain the two existing legal dwelling units.  The site is located within the Residential House - Two Family Zoning District, the Bernal Heights Special Use District and a 40-X Height and Bulk District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2020-009361CUA:  801 Phelps Street – east side of Phelps Street between Jerrold Avenue and Innes Avenue; Lot 020 in Assessor’s Block 5272 (District 10) - Request for Conditional Use Authorization, pursuant to Planning Code Sections 121.9 and 303, to subdivide a 20,000 square feet lot into two parcels at 801 Phelps Street within the Production, Distribution & Repair - 1 – General (PDR-1-G) Zoning District and a 65-J Height and Bulk District. Each parcel will be 10,000 square feet in size and contain one existing Industrial building. There is no physical change to the existing structures. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2019-020049CUA: 1131 Polk Street – east side of Polk Street between Sutter and Post Streets: Lot 001 in Assessor’s Block 0691 (District 3) – Request for Conditional Use Authorization, pursuant to Planning Code Sections 121.2, 303, and 723 to establish a bar/restaurant use on the basement and first floor of the subject property within the Polk Street Neighborhood Commercial District, the Lower Polk Alcohol Restricted Use Subdistrict, and 80-T-120-T Height and Bulk District. The bar/restaurant would measure approximately 3,570 square feet. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2007.0604X: 1145 Mission Street – southeast side of Mission Street; Lot 168 of Assessor’s Block 3727 (District 6) – Request for Large Project Authorization, pursuant to Planning Code Section 329, to allow new construction of a six-story, 65-foot tall, mixed-use building (approximately 37,905 square feet) with 25 residential dwelling units, approximately 4,500 square feet of ground floor commercial, 9 below-grade off-street parking spaces, 1 car-share parking space, 30 Class 1 bicycle parking spaces, and 2 Class 2 bicycle parking spaces on a vacant lot. The Project includes a dwelling-unit mix consisting of 15 one-bedroom units and 10 two-bedroom units. The project site is located within the MUO (Mixed-Use Office) Zoning District and a 65-X Height and Bulk District. 2018-015815AHB:  1055 Texas Street – east side of Texas Street between 23rd and 25th Streets; Lots 032 and 033 in Assessor’s Block 4224 (District 10) - Request for HOME-SF Project Authorization, pursuant to Planning Code Sections 206.3 and 328, to allow construction of a five-story-over-two basements, 49-foot-tall building with 25 dwelling units on two vacant lots at 1055 Texas Street within the Residential-House, Three Family (RH-3) Zoning District and a 40-X Height and Bulk District. The building would contain approximately 20,329 gross square feet and provide approximately 3,015 square feet of usable common open space, and 374 square feet of private open space for the residents in the rear yard and on roof decks above the fourth and fifth floors. A total of 25 Class 1 bicycle parking spaces would be provided in a basement-level bicycle room and four Class 2 spaces on the sidewalk adjacent to the project site. The Project would also include a lot merger of Lots 032 and 033 on Block 4224. 2017-013728DRP-02/CRV: 1021 Valencia Street - between 21st and 22nd Streets; Lot 024 in Assessor’s Block 3616 (District 9) - Request for Discretionary Review of building permit 2020. 0825.2609 to demolish an existing one-story 20’ tall automotive repair building and construct of new 6-story 65’ tall mixed use building with 2,393 sq. ft. of retail sales and service area at the basement and ground level and  24 dwelling units including 12 one bedroom and 12 two-bedroom units on levels 1 through 6 within the NCT- Valencia (Valencia -Neighborhood Commercial Transit) Zoning District and 55-X Height and Bulk District.  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h).  For further information, call David Winslow at (628) 652-7335 or email at david.winslow@sfgov.org and ask about Case No. 2017-013728DRP-02/CRV.

2019-012567DRP: 36 Delano Avenue -  between San Juan and Santa Ysabel Avenues; Lot 008 in Assessor’s Block 3152 (District 11) - Request for Discretionary Review of building permit 2019.0605.2592 to construct a three-story, horizontal addition at the rear of an existing three-story, single family residence. within the RH-1 (Residential-House, One-Family) Zoning District and 40-X Height and Bulk District.  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h).). It is strongly recommended that persons submit their comments in writing in advance of the hearing. Written comments may be submitted via email directly to the case planner.

Persons who are unable to attend the scheduled Commission hearing may submit written comments regarding these cases to the individuals listed for each case above via email or at the Planning Department, 49 South Van Ness Avenue, Suite 1400, San Francisco, CA 94103. Comments received by 9:30 a.m. on the day of the hearing will be made as part of the official record and will be brought to the attention of the Commission.

Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Commission at, or prior to, the public hearing.
