Instructions for Calling-In to a Meeting

  1. DIAL the number listed for the meeting toll-free at 1 (415) 655-0001.
  2. Enter the Access Code for this meeting: 146 671 1537 then press #. If prompted for an Attendee ID, just press #.
    Please note: the Access Code will change for every meeting.
  3. Stop and LISTEN.
  4. Wait for Public Comment to be announced (by Item # or for General Public Comment).
  5. When the Commission/Hearing Secretary calls Public Comment, press *3 to raise your hand.
  6. Once you raise your hand, you will hear the prompt, “You have raised your hand to ask a question. Please wait to speak until the host calls on you.” If you no longer want to submit public comment, press*3 to lower your hand.
  7. Wait for your turn to speak.
  8. When you hear the prompt, “Your line is unmuted” – THIS IS YOUR OPPORTUNITY TO PROVIDE YOUR PUBLIC COMMENT.

Notice is hereby given to the general public that applications involving the properties and/or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code.  The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, January 21, 2021, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400.  Please be advised that due to the COVID-19 emergency, the Planning Commission may be required to conduct this hearing remotely. Additional information may be found on the Department's website.

2018-015786CUA: 2750 Geary Boulevard – northwest corner of Geary Boulevard and Wood Street; Lot 001A in Assessor's Block 1070 (District 2) – Request for Conditional Use Authorization, pursuant to Planning Code Sections 121.1, 121.2, and 303, to significantly expand a building located on a lot larger than 10,000 square feet, as well as for the expansion of an existing use size greater than 6,000 square feet within the Geary Neighborhood Commercial District and a 40-X Height & Bulk District. The subject property is currently occupied by a residential care facility (d.b.a. Sagebrook Senior Living) which is considered an institutional use. The project proposes a 9,000 square-foot three-story addition at the rear of the lot to provide 20 additional care units. There are currently 79 care units on-site. A 2,400 square-foot two-story activity room is also proposed. 2019-018013CUA: 2027 20th Avenue - west side of 20th Avenue and between Pacheco and Quintara Streets; Lot 004A in Assessor’s Block 2140 (District 4) - Request for a Conditional Use Authorization pursuant to Planning Code Sections 303 and 317 for the demolition of an existing one-story, single-family residence and a one-story, detached garage structure and the construction of a new three-story, single-family residence with an Accessory Dwelling Unit pursuant to Planning Code Section 207(c)(6) within the Residential-House, One-Family (RH-1) Zoning District and 40-X Height and Bulk District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2016-008743CUA/VAR: 446-448 Ralston Street - east side of Ralston Street and between Holloway Ave and Garfield St.; Lots 035 and 036 in Assessor’s Block 6995 (District 11) - Request for a Conditional Use Authorization and Variance pursuant to Planning Code Sections 303 and 317 to authorize the tantamount demolition of an existing single-family home that straddles two lots. The proposal is to construct two new single-family homes which will each accommodate an Accessory Dwelling unit pursuant to Planning Code Section 207 (c)(6).  Each lot will have 2 units, for a project total of 4 units within the Residential-House, One- Family (RH-1) Zoning District, Oceanview Large Residence Special Use District and 40-X Height and Bulk District. The existing home operates a State licensed in-home childcare facility for less than 13 children which will be retained within the home of 446 Ralston, Lot 035. The Project also includes the legalization of the play structure at the rear of the property which serves as a rain shelter for the in-home childcare outdoor play area. Planning Code Section 134 requires the subject property to maintain a rear yard of approximately 25 feet. The proposed rear structure encroaches approximately 16 feet 3 inches into the required rear yard and results in a rear yard of 5 feet. Therefore, the project requires a rear yard variance. 2020-010132CUA: 150-154 7th Street – southwest side 7th Street between Minna and Natoma Streets; Lot 004 in Assessor's Block 3727 (District 6) – Request for Conditional Use Authorization, pursuant to Planning Code Sections 303 and 844, to establish an approximately 5,814 sq ft Assembly and Social Service use on the basement, first, and second floors of the subject two-story building within the WMUG  (Western SoMa Mixed Use-General) Zoning District, the Western SoMa Special Use District, and 55-X Height and Bulk District. 2019-021369DRP: 468 Jersey Street - between Castro & Diamond Streets; Lot 021 in Assessor’s Block 6506 (District 8) - Request for Discretionary Review of Building Permit No. 2019.1112.7059 to construct a 2-story horizontal rear addition and roof deck to an existing three-story, single family house within the RH-2 (Residential House, Two-Family) Zoning District and 40-X Height and Bulk District.  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2020-010342DRP: 3543 Pierce Street - between Beach Street & Capra Way; Lot 042 in Assessor’s Block 0441B (District 2) - Request for Discretionary Review of Building Permit No. 2020.1023.7276 to capture the updated height of the previously-approved 4th floor vertical addition, currently under construction within the RH-3 (Residential-House, Three-Family) Zoning District and 40-X Height and Bulk District.  In November 2018, following a 30-day neighborhood notification, the Planning Department approved Building Permit No. 2017.1228.7576 showing a building height of 38 feet 5 inches. An addendum to that permit was approved with a building height of 39 feet 9 inches, and a recent Department of Building Inspection field measurement concluded an as-built height of 39 feet 10 inches to the highest point of the flat roof, which is below the 40-foot height limit. The additional 1-foot 5 inches triggers this neighborhood notice per the Planning Code. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). It is strongly recommended that persons submit their comments in writing in advance of the hearing. Written comments may be submitted via email directly to the case planner.

Persons who are unable to attend the scheduled Commission hearing may submit written comments regarding these cases to the individuals listed for each case above via email or at the Planning Department, 49 South Van Ness Avenue, Suite 1400, San Francisco, CA 94103. Comments received by 9:30 a.m. on the day of the hearing will be made as part of the official record and will be brought to the attention of the Commission.

Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Commission at, or prior to, the public hearing.
