  1. DIAL the number listed for the meeting toll-free at 1 (415) 655-0001.
  2. Enter the Access Code for this meeting: 146 932 1095 then press #. If prompted for an Attendee ID, just press #.
    Please note: the Access Code will change for every meeting.
  3. Stop and LISTEN.
  4. Wait for Public Comment to be announced (by Item # or for General Public Comment).
  5. When the Commission/Hearing Secretary calls Public Comment, press *3 to raise your hand.
  6. Once you raise your hand, you will hear the prompt, “You have raised your hand to ask a question. Please wait to speak until the host calls on you.” If you no longer want to submit public comment, press*3 to lower your hand.

Notice is hereby given to the general public that applications involving the properties and/or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code.  The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, January 28, 2021, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400.  Please be advised that due to the COVID-19 emergency, the Planning Commission may be required to conduct this hearing remotely. map showing location2016-013312PCA/MAP: 542-550 Howard Street (Transbay Parcel F) Mixed-Use Project [Board File No. 201385] - located on the north side of Howard Street between 1st and 2nd Streets; Assessor’s Block 3721, Lots 016,135, 136, and 138 (District 6) – Request for Planning Code and Zoning Map Amendments. Ordinance introduced by Supervisor Matt Haney amending the Planning Code and Zoning Map to rezone and reclassify a portion of the 542-550 Howard Street project site (Assessor’s Parcel Block No. 3721, Lots 016, 135, 136, and 138, also known as Transbay Parcel F) and as shown on Figure 1 of the Transit Center District Plan, specifically to rezone a portion of the Project site from the P (Public) District to the C-3-O(SD) Downtown Office Special Development District and to reclassify the height and bulk district designations for a portion of the project site; waiving certain provisions of the Planning Code to allow the project to satisfy its affordable housing requirement through payment of an in-lieu affordable housing fee to the Office of Community Investment and Infrastructure for use within the Transbay Redevelopment Project Area, to modify timing for payment of fees, and to permit the footprint of the portion of the project site dedicated to dwellings to exceed 15,000 square feet; adopting findings under the California Environmental Quality Act; making findings of consistency with the General Plan and the eight priority policies of Planning Code, Section 101.1; and adopting findings of public necessity, convenience, and welfare under Planning Code, Section 302. The proposed amendments will be before the Commission so that it may recommend adoption, rejection, or adoption with modifications to the Board of Supervisors. 2016-013312PRJ: 542-550 Howard Street (Transbay Parcel F) Mixed-Use Project - located on the north side of Howard Street between 1st and 2nd Streets; Assessor’s Block 3721, Lots 016,135, 136, and 138 (District 6) – Approval of a Downtown Project Authorization, Conditional Use Authorization, and Office Allocation.  Modification to the previously approved project to reflect that the project will comply with inclusionary affordable housing requirements through payment of an in-lieu affordable housing fee to the Office of Community Investment and Infrastructure for use within the Transbay Redevelopment Project Area.  The project would construct a 750-foot-tall, 61-story, mixed-use tower that includes 165 dwelling units, 189 hotel rooms, approximately 276,000 square feet of office use floor area, approximately 9,000 square feet of retail space, 183 vehicle parking spaces, and 177 Class 1 and 39 Class 2 bicycle parking spaces. 2020-007075CUA: 2166 Market Street – located on the northwest side of Market Street between Sanchez Street and Church Street; Lot 016 in Assessor’s Block 3542 (District 8) - Request for a Conditional Use Authorization pursuant to Planning Code Sections 764 and 303 to allow a Limited Private Club Type 57 Liquor License and establish a Bar Use concurrent with an existing conditionally established General Entertainment Use (dba The Academy) on the basement, first, and second floor of the subject property, within the Upper Market Street Neighborhood Commercial Transit Zoning District and 40-X Height and Bulk District. The Conditional Use Authorization would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2015-009163CUA: 77 Geary Street – located at the southeast corner of Geary and Grant Streets; Lot 008 in Assessor’s Block 0312 (District 3) – Request for Conditional Use Authorization pursuant to Planning Code Sections 210.2 and 303 to allow an Office Use (approximately 12,000 square feet) on the third floor of the existing building within the C-3-R  (Downtown-Retail) Zoning District and 80-130-F Height and Bulk District. The Conditional Use Authorization would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2020-006234CUA: 653-655 Fell Street – north side of Fell Street between Webster and Buchanan Streets; Lot 041 of Assessor’s Block 0829 (District 5) - Request for Conditional Use Authorization pursuant to Planning Code Sections 209.1 and 317, to permit and legalize residential demolition as part of a project that would reinstate two residential units in an existing three-story, 40-ft tall, residential building (approximately 4,000 square feet), within an RH- 3 (Residential-House, Three-Family) Zoning District and a 40-X Height and Bulk District. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code. For further information, call Katherine Wilborn at (628) 652-7355 or email katherine.wilborn@sfgov.org, and ask about Case No. 2020-006234CUA.

2019-015984CUA: 590 2nd Avenue – on east side of 2nd Avenue between Anza Street and Balboa Street, Lot 026 of Assessor’s Block 1544 (District 1) – Request for a Conditional Use Authorization, pursuant to Planning Code Sections 303 and 209.2, to install a new AT&T Mobility Macro Wireless Telecommunications Services Facility at rooftop consisting of installation of ten (10) panel antennas, and ancillary equipment as part of the AT&T Mobility Telecommunications Network. Antennas and ancillary equipment will be screened within two (2) FRP enclosures. The subject property is located within the RM-2 (Residential-Mixed, Moderate Density), and the 40-X Height and Bulk Districts. 2018-016808ENX: 321 Florida Street – located on the east side of Florida Street between 16th and 17th Streets; Lot 022 in Assessor’s Block 3965 (District 9) - Request for a Large Project Authorization pursuant to Planning Code Section 329 for a Project which proposes to construct a 154,396 square foot, 92’ tall mixed-use building containing 169 dwelling units, 54 off-street auto parking spaces, 128 Class One bicycle parking spaces, and 1,580 square feet of Retail Sales and Service use at the ground floor. The site is currently developed with a parking lot and is located within the UMU (Urban Mixed-Use) Zoning District and the 68-X Height and Bulk District. The proposed Project would utilize the State Density Bonus Law (California Government Code Sections 65915-65918) and proposes waivers for: the Height Limit (PC 260) and Ground Floor Ceiling Height (PC 145.1(c)(4)(A)) requirements of the Planning Code. The Large Project Authorization would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). Persons who are unable to attend the scheduled Commission hearing may submit written comments regarding these cases to the individuals listed for each case above via email or at the Planning Department, 49 South Van Ness Avenue, Suite 1400, San Francisco, CA 94103. Comments received by 9:30 a.m. on the day of the hearing will be made as part of the official record and will be brought to the attention of the Commission.

Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Commission at, or prior to, the public hearing.
