Instructions for Calling-In to a Meeting

  1. DIAL the number listed for the meeting toll-free at 1 (415) 655-0001.
  2. Enter the Access Code for this meeting: 146 503 3971 then press #. If prompted for an Attendee ID, just press #.
    Please note: the Access Code will change for every meeting.
  3. Stop and LISTEN.
  4. Wait for Public Comment to be announced (by Item # or for General Public Comment).
  5. When the Commission/Hearing Secretary calls Public Comment, press *3 to raise your hand.
  6. Once you raise your hand, you will hear the prompt, “You have raised your hand to ask a question. Please wait to speak until the host calls on you.” If you no longer want to submit public comment, press*3 to lower your hand.
  7. Wait for your turn to speak.
  8. When you hear the prompt, “Your line is unmuted” – THIS IS YOUR OPPORTUNITY TO PROVIDE YOUR PUBLIC COMMENT.
  9. The Commission/Hearing Secretary will indicate how much time you have to provide your comments. You will be alerted when you have 30 seconds remaining.
  10. Once your public comment time have ended, you will be moved out of the speaker line and back listening as a participant in the meeting (unless you disconnect).

Notice is hereby given to the general public that applications involving the properties and/or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code. The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, February 4, 2021, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400. Please be advised that due to the COVID-19 emergency, the Planning Commission may be required to conduct this hearing remotely. 2020-003223CUA: 249 Texas Street – east side of Texas Street between 18th and Mariposa Streets; Lot 017A in Assessor’s Block 4001 (District 10) – Request for a Conditional Use Authorization pursuant to Planning Code Sections 303 and 317 for the demolition of an existing three-story-over-basement single-family residence and construction of a new two-unit, three-story-over-basement residence with a one-car garage within the Residential-House, Two-Family (RH-2) Zoning District and 40-X Height and Bulk District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2020-007346CUA: 2284-2286 Union Street – north side of Union Street between Steiner and Fillmore Streets; Lot 020 of Assessor’s Block 0534 (District 2) - Request for Conditional Use Authorization pursuant to Planning Code Sections 209.1 and 317, to permit an approx. 2,900 Use Size and change of use from foot/chair massage to a Massage Establishment Use at the basement and first floor levels of two-story, three-commercial unit building within the Union Street Neighborhood Commercial District (NCD) Zoning District and a 40-X Height and Bulk District. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code. For further information, call Katherine Wilborn at (628) 652-7355 or email katherine.wilborn@sfgov.org, and ask about Case No. 2020-007346CUA

2019-020049CUA: 1131 Polk Street – east side of Polk Street between Sutter and Post Streets: Lot 001 in Assessor’s Block 0691 (District 3) – Request for Conditional Use Authorization, pursuant to Planning Code Sections 121.2, 303, and 723 to establish bar, restaurant, and nighttime entertainment uses on the basement and first floor of the subject property within the Polk Street Neighborhood Commercial District, the Lower Polk Alcohol Restricted Use Subdistrict, and 80-T-120-T Height and Bulk District. The bar/restaurant would measure approximately 3,570 square feet. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2018-011022DRP: 2651-2653 Octavia Street – between Vallejo and Green Streets; Lot 002 in Assessor’s Block 0554 (District 2) - Request for Discretionary Review of Building Permit Application No. 2018.0803.6405 for construction of a vertical and horizontal addition and facade modifications (new front entry, garage opening, window modifications), and interior renovations to an existing three-story, two-family house within the RH-2 (Residential-House, Two-Family) Zoning District and 40-X Height and Bulk District. The proposed project will also include new decks at the rear and roof (with elevator penthouse).  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2020-001229DRP: 73 Fountain Street – between 24th and 25th Streets; Lot 012 in Assessor’s Block 6502 (District 8) - Request for Discretionary Review of Building Permit No.  2020.0113.1721 to construct a 3-story rear addition, a vertical expansion of the 3rd floor, and front façade alterations to an existing 3-story, single-family home within the RH-2 (Residential House, Two-Family) Zoning District and 40-X Height and Bulk District. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). It is strongly recommended that persons submit their comments in writing in advance of the hearing. Written comments may be submitted via email directly to the case planner.

Persons who are unable to attend the scheduled Commission hearing may submit written comments regarding these cases to the individuals listed for each case above via email or at the Planning Department, 49 South Van Ness Avenue, Suite 1400, San Francisco, CA 94103. Comments received by 9:30 a.m. on the day of the hearing will be made as part of the official record and will be brought to the attention of the Commission.

Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Commission at, or prior to, the public hearing.
