  1. DIAL the number listed for the meeting toll-free at 1 (415) 655-0001.
  2. Enter the Access Code for this meeting: 187 680 5272 then press #. If prompted for an Attendee ID, just press #.
    Please note: the Access Code will change for every meeting.
  3. Stop and LISTEN.
  4. Wait for Public Comment to be announced (by Item # or for General Public Comment).
  5. When the Commission/Hearing Secretary calls Public Comment, press *3 to raise your hand.
  6. Once you raise your hand, you will hear the prompt, “You have raised your hand to ask a question. Please wait to speak until the host calls on you.” If you no longer want to submit public comment, press*3 to lower your hand.
  7. Wait for your turn to speak.

Notice is hereby given to the general public that applications involving the properties and/or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code. The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, February 25, 2021, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400.  Please be advised that due to the COVID-19 emergency, the Planning Commission may be required to conduct this hearing remotely. 2020-006803PCA (Board File TBD) – Code Corrections. Adoption of Planning Code Amendments to correct typographical errors, update outdated cross-references, and make non-substantive revisions to clarify or simplify Code language; affirming the Planning Department’s determination under the California Environmental Quality Act; making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1; and adopting findings of public necessity, convenience, and general welfare under Planning Code, Section 302. 2020-008305CUA: 2853 Mission Street – east side of Mission Street between 24th and 25th Street, Lot 027 of Assessor’s Block 6517 (District 9) – Request for Conditional Use Authorization pursuant to Planning Code Sections 303, 303.1, 703.4, and 754, to establish an approximately 4,515 square-foot General Retail Sales and Service Formula Retail Use (dba. Metro PCS by T-Mobile) in a vacant single-story commercial building. The tenant space was previously occupied by Rent-A-Center, a furniture rental company. There will be no expansion of the existing building envelope. Awning and signage changes will be made to the building’s front façade. The Project Site is located within the Mission Street NCT (Neighborhood Commercial Transit) Zoning District and the 40-X and 80-B Height and Bulk District. 2016-08515CUA: 1049 Market Street – southeast side of Market Street on a thru lot to Stevenson Street; Lot 067 of Assessor’s Block 3703 (District 6) – Request for Conditional Use Authorization, pursuant to Planning Code Sections 210.2, 303, and 317 to allow the removal of 77 unauthorized dwelling units and a vertical subdivision to create two new air space parcels, Parcels A and B. The Project includes interior remodeling of the existing building to create 15 new dwelling units which are integrated with the space of artists, artisans, or other craftspersons, totaling roughly 8,400 square feet on the second floor; the restoration of office space previously used as unauthorized dwelling units on the ground-floor, mezzanine, and second- to fifth-floor levels; and the removal and conversion of six existing live-work units to office space on the sixth-floor level. No changes would be made to the exterior of the building except for the in-kind replacement of storefront doors along the Market Street façade. 2019-020740CUA: 468 Turk Street – north side of Turk Street between Larkin and Hyde Streets: Lot 006 in Assessor’s Block 0336 (District 4) – Request for Conditional Use Authorization, pursuant to Planning Code Sections 209.3, 253, and 303 to demolish the existing two-story commercial structure and construct a 101-unit Group Housing residential project at a height of 86-feet within the RC-4 (residential – Commercial, High Density) Zoning District, North of Market Residential 1 Special Use District, and 80-T Height and Bulk District. A State Density Bonus is requested pursuant to SB 2345 and Government Code Section 65915 to achieve 34 additional units over the base density of 67 units for a total of 101 units with waivers requested from the minimum requirements for the Height Limit (PC 250), Upper Story Setback (PC 132.2), and Rear Yard (PC 134). The Base Study Project would exceed 50 feet in height at the street frontage. 2018-012222CUA: 1385 Carroll Avenue – southwest side of Carroll Avenue near Ingalls Street, Lot 018 of Assessor’s Block 4883 (District 10) – Request for Conditional Use Authorization pursuant to Planning Code Sections 210.3 and 303, to establish an approximately 14,000 square-foot Industrial Agriculture Use in a vacant double-height industrial building. The Project Site is located within the Production, Distribution, and Repair - Core (PDR-2) Zoning District and the 40-X Height and Bulk District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2013.0614ENX-02: 600 South Van Ness Avenue – southwest corner of South Van Ness Avenue at 17th Street, Lots 139-168 of Assessor’s Block 3575 (District 9) – Request for Large Project Authorization, pursuant to Planning Code Sections 329 and 843, for a Project which requests to amend Condition of Approval Numbers 22-27 of Planning Commission Motion No. 19378 to authorize the recently-constructed five-story, 27-unit residential project to comply with the inclusionary housing requirements of Planning Code Section 415 through the payment of an in-lieu fee rather than by providing four on-site Below Market Rate units. The Project Site is located within the Urban Mixed Use (UMU) Zoning District and the 58-X Height and Bulk District. 2018-006863DRP: 1263-1265 Clay Street – between Jones and Taylor Streets; Lot 032 in Assessor’s Block 0221 (District 3) – Request for Discretionary Review of Building Permit No.  2018.0917.0506 to demolish an existing one-story garage on the east side of the subject lot and construct a new four-story two-family residence with one parking space adjacent to the existing two-unit dwelling on the west side of the lot, within the RM-3 (Residential Mixed, High Density) Zoning District and 65-A Height and Bulk District. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). Comments received by 9:30 a.m. on the day of the hearing will be made as part of the official record and will be brought to the attention of the Commission.

Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Commission at, or prior to, the public hearing.
