  1. DIAL the number listed for the meeting toll-free at 1 (415) 655-0001.
  2. Enter the Access Code for this meeting: 187 075 6218 then press #. If prompted for an Attendee ID, just press #.
    Please note: the Access Code will change for every meeting.
  3. Stop and LISTEN.
  4. Wait for Public Comment to be announced (by Item # or for General Public Comment).
  5. When the Commission/Hearing Secretary calls Public Comment, press *3 to raise your hand.
  6. Once you raise your hand, you will hear the prompt, “You have raised your hand to ask a question. Please wait to speak until the host calls on you.” If you no longer want to submit public comment, press*3 to lower your hand.
  7. Wait for your turn to speak.
  8. When you hear the prompt, “Your line is unmuted” – THIS IS YOUR OPPORTUNITY TO PROVIDE YOUR PUBLIC COMMENT.

Notice is hereby given to the general public that applications involving the properties and/or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code. The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, March 11, 2021, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400.  Please be advised that due to the COVID-19 emergency, the Planning Commission may be required to conduct this hearing remotely. 2020-008651CUA: 801 38th Avenue – west side of 38th Avenue between Cabrillo and Fulton Streets; Lot 001 of Assessor’s Block 1681 (District 1) - Request for Conditional Use Authorization pursuant to Planning Code Sections 209.1, 303, and Interim Zoning Control 2019-017654PCA, Enactment Number 190908, passed by the Board of Supervisors on October 11, 2019, for a change of use from a Residential Care Facility to a Single-Family Dwelling (Residential Use) and tenant improvements limited to the existing building footprint, within an RH-2 (Residential-House, Two-Family) Zoning District and 40-X Height and Bulk District. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code. 2020-005251CUA: 1271 46th Avenue – west side of 26th Avenue and between Lincoln Way and Irving Street; Lot 015 in Assessor’s Block 1704 (District 4) - Request for a Conditional Use Authorization pursuant to Planning Code Sections 303 and 317 for the demolition of an existing two-story single-family residence and the construction of a new four-story single-family residence located at the front of the subject property within the Residential-House, Two-Family (RH-2) Zoning District and 40-X Height and Bulk District. The proposal will also alter an existing one-story detached dwelling unit located at the rear of the subject property. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2018-016721CUAVAR: 0 Guttenberg Street – west side of Guttenberg Street and between Morse and Brunswick Streets; Lot 055 in Assessor’s Block 6475 (District 11) - Request for a Conditional Use Authorization for a Planned Unit Development (PUD) pursuant to Planning Code Sections 209.1, 303, and 304 for the construction of 15 residential buildings (four duplexes and 11 town-homes) with a total of 19 dwelling units, 29 off-street parking spaces, and 19 Class 1 bicycle-parking spaces on an approximately 36,406 square foot lot within Residential-House, One Family (RH-1) Zoning District and 40-X Height and Bulk District. The dwelling units will range in size from 1,041 to 1,689 square feet and contain two to three bedrooms. The dwelling units will be accessed via a private driveway and pedestrian walkways from Guttenberg Street. Under the Planned Unit Development, the proposal is seeking exceptions from the rear yard (Planning Code Section 134) and exposure (Planning Code Section 140) requirements. The proposal will also seek a Variance from the landscaping and permeability requirements pursuant to Planning Code Sections 132(g) and 132(h). A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04<(h). 2020-005471CUA: 3741 Buchanan Street – West side of Buchanan Street between North Point Street and Marina Blvd; Lot 047-048 in Assessor's Block 0445A (District 2) - Request for Conditional Use Authorization pursuant to Planning Code Sections 303, 303.1, and 711 to convert an existing ground floor and second floor Personal Service use, measuring approximately 6,966 square feet in floor area, (previously occupied by “The Alt School”) to a Formula Retail Instructional Service use (d.b.a. Guidepost Montessori School). The use will provide instructional educational services for pre-K and K through 8th grade students and will allow for continuity of service to the families previously enrolled at the AltSchool. The proposal will involve no interior tenant improvements. There will be no expansion of the existing building envelope. The project site is located within an NC-2 (Neighborhood Commercial, Small Scale) Zoning District and a 40-X Height and Bulk District. 2019-000969DRP-02/VAR: 4822 19th Street - at Caselli and 18th & Market; Lot 031 in Assessor’s Block 2689  (District 8) - Discretionary Review of Building Permit Application No. 2019.0115.0455 to construct a new two-story over basement, single-family residence on an existing vacant lot within the RH-1 (Residential House, One-Family) Zoning District and 40-X Height and Bulk District. The proposed building will be approximately 2,310 square feet in area, measure approximately 22 feet 1 inch in depth, and 55 feet 9 inches in width at maximum. The proposal requires a Variance from the rear yard requirements. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). It is strongly recommended that persons submit their comments in writing in advance of the hearing. Written comments may be submitted via email directly to the case planner.

Persons who are unable to attend the scheduled Commission hearing may submit written comments regarding these cases to the individuals listed for each case above via email or at the Planning Department, 49 South Van Ness Avenue, Suite 1400, San Francisco, CA 94103. Comments received by 9:30 a.m. on the day of the hearing will be made as part of the official record and will be brought to the attention of the Commission.

Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Commission at, or prior to, the public hearing.
