The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, March 18, 2021, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400. Please be advised that due to the COVID-19 emergency, the Planning Commission may be required to conduct this hearing remotely. 2021-000342CUA: 403 28th Street – south side of 28th Street; Lot 043 of Assessor’s Block 6612 (District 8) – Request for Conditional Use Authorization, pursuant to Planning Code Sections 303 and 317 to document and legalize the tantamount to demolition of a three-story, 1,615 square foot, single-family residence and to permit the construction of a 2,602 square foot, 4-bedroom, 3½-bath home with a second floor rear deck and a 2-car tandem garage. The height of the home will be increased to provide a code-compliant ceiling height on the third floor of the subject property. 2012.0506CUA-02: 950 Gough Street – southeast corner at Eddy Street; Lot 023 (formerly Lots 010, 010A and 011) of Assessor’s Block 0744 (District 5) - Request for Conditional Use Authorization pursuant to Planning Code Sections 209.2 and 303 to modify the Conditional Use Authorization under Commission Motion No. 19547 for Case No. 2012.0506CEKV and to expand the Institutional Use (St. Paulus Lutheran Church) by approximately 2,200 square feet at the first floor level, within the existing building footprint, by relocating the church sanctuary from the basement level to the first floor level within an RM-4 (Residential-Mixed, High Density) Zoning District and an 80-B Height and Bulk District. 2019-017356CUA: 1861 Union Street – south side of Union Street between Laguna and Octavia Streets - Request for a Conditional Use Authorization pursuant to Planning Code Sections 202.2, 303, 303.1, and 725, to allow the establishment of a Formula Retail-Cannabis Retail use (d.b.a. MedMen) in the Union Street NCD Zoning District. MedMen would occupy a vacant 3,061 square feet commercial space in a mixed-use building with residential units above. The proposal will involve interior tenant improvements on the ground floor and basement levels with no expansion of the existing tenant space or building envelope. Exterior modifications are limited to installation of security cameras and new business signage (under separate permit). 2015-009955CUA: 1525 Pine Street – through lot on the south side of Pine Street and the north side of Austin Street, between Polk Street and Van Ness Avenue; Lot 020 in Assessor’s Block 0667 (District 3) – Request for Conditional Use Authorization pursuant to Planning Code Section 303 and other applicable Sections as follows: Development on a Large Lot (Section 121.1), Non-Residential Use Size (Section 121.2), Dwelling Unit Mix (Section 207.6), Reuse of Existing Vintage Blade Sign (Section 608.14), and an ABC License and Restaurant Operating Hours (Section 723). The project would demolish the existing 1,661 square foot one-story commercial restaurant (dba “Grubstake”) and construct a new 83-foot tall eight-story mixed-use building with a 2,856 square foot restaurant and 21 dwelling units within the Polk Neighborhood Commercial (NCD) Zoning District, 65-A Height and Bulk District, and Lower Polk Street Alcohol Restricted Use Special Use District. The Project is using the Individually Requested State Density Bonus Program pursuant to Planning Code Section 206.6 to achieve an additional six units over the base density of 15 units, for a total of 21 units, with Incentives for Common Useable Open Space (Section 135) and Permitted Obstructions (Section 136), and Waivers requested from the minimum requirements for Rear Yard (Section 134), Dwelling Unit Exposure (Section 140), Ground-Floor Ceiling Height (Section 145.1(c)(4), Transparency (Section 145.1(c)(6), Height (Section 260), Setbacks on Narrow Streets (Section 261.1), and Bulk (Section 270). 2020-002333DRP: 2814 Clay Street – between Divisadero and Scott Streets; Lot 013 in Assessor’s Block 1002 (District 2) - Discretionary Review of Building Permit No. 2020.0203.3400 to construct 1- and 2-story horizontal rear additions to the existing 2-unit, three-story-over-basement building within the RH-2 (Residential-House, Two-Family) Zoning District and 40-X Height and Bulk District. The additions would increase the size of the lower unit by approximately 1,058 square feet while the upper unit would remain the same size. A roof deck measuring approximately 452 square feet above the 2-story rear addition is also proposed for exclusive use by the upper unit. No changes to the front façade are proposed This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2019-017673DRP: 46 Racine Lane – near San Bruno Avenue; Lot 011B in Assessor’s Block 5067 (District 10) - Discretionary Review of Building Permit No. 2019.0923.2311 to construct a new three-story, 3,210 square foot single-family home with a ground floor accessory dwelling unit on a vacant through-lot with frontages on Bayshore Boulevard and Racine Lane within the RH-1 (Residential-House, One-Family) Zoning District and 40-X Height and Bulk District. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). Comments received by 9:30 a.m. on the day of the hearing will be made as part of the official record and will be brought to the attention of the Commission.
