  1. DIAL the number listed for the meeting toll-free at 1 (415) 655-0001.
  2. Enter the Access Code for this meeting: 187 399 4679 then press #. If prompted for an Attendee ID, just press #.

  3. Stop and LISTEN.
  4. Wait for Public Comment to be announced (by Item # or for General Public Comment).
  5. When the Commission/Hearing Secretary calls Public Comment, press *3 to raise your hand.
  6. Once you raise your hand, you will hear the prompt, “You have raised your hand to ask a question. Please wait to speak until the host calls on you.” If you no longer want to submit public comment, press*3 to lower your hand.

The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, April 29, 2021, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400. Please be advised that due to the COVID-19 emergency, the Planning Commission may be required to conduct this hearing remotely. 2021-000485CUA: 3910 24th Street – north side of 24th Street between Sanchez and Noe streets, Lot 006 in Assessor’s Block 3654 (District 8) – Request for Conditional Use Authorization pursuant to Planning Code Sections 121.2, 303, and 728, to permit an approx. 3200 square foot Use Size and establish a Massage Use in an existing Personal Service Use (d.b.a. Cocoon Urban Day Spa) at the basement and first floor levels of the three-story, mixed use building within the 24th Street-Noe Valley Neighborhood Commercial (NCD) Zoning District and a 40-X Height and Bulk District. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2020-006045CUA/VAR: 292 Eureka Street – west side of Eureka Street at the corner of 20th Street, Lot 020 in Assessor’s Block 2699 (District 8) – Request for Conditional Use Authorization pursuant to Planning Code Sections 303 and 317, to legalize a tantamount to demolition of an existing two-story-over-basement, single-family residence and to add a second dwelling unit. The proposal also requests a Variance from Planning Code Sections 132 (front setback), 134 (rear yard), and 135 (open space). This project is within the RH-2 (Residential–House, Two Family) Zoning District and 40-X Height and Bulk District. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2014.1058CUAVAR: 6424 3rd Street and 1088 Key Avenue – located on the northeast intersections of 3rd Street and Key Avenue, Lot 002, Block 5470 (District 10) – Request for a Conditional Use Authorization, a Rear Yard Modification, and Variance, pursuant to Planning Code Sections 134, 135, 140, 303, 305, and 712, for the demolition of the existing one-story commercial building measuring approximately 3,600 square feet to allow new construction of 28,673 square feet for the proposed project at 6424 3rd Street/1088 Key Avenue on a 10,206-square foot lot. The new mixed-use building will include a total of 14,690 square feet of residential use and approximately 2,671 square feet of commercial use, approximately 17 off-street parking spaces (via stackers), and 21 bicycle parking spaces (17 Class I, 4 Class II). The Project includes 2,255 square feet of on-site open space. Under the Conditional Authorization, the project is requesting to build on a lot greater than 10,000 square feet in an NC Zoning District. From the Zoning Administrator, the Project seeks a Rear Yard Modification per Section 134 and Variances to address the requirements for Usable Open Space (Section 135) and Dwelling Unit Exposure (Section 140). 2020-009424CUA: 231-235 Wilde Ave – south side of Wilde Avenue between Goettingen and Brussels Streets, Lot 033 of Assessor’s Block 6198 (District 10) – Request for Conditional Use Authorization pursuant to Planning Code Sections 209.1, 303, and 317, to demolish an existing single family dwelling unit, subdivide the existing 50 foot wide lot into two 25 foot wide lots and to construct two single family dwelling units (one on each new lot). 231 Wilde Avenue would measure approximately 3,163 square feet. 235 Wilde Avenue would measure approximately 3,069 square feet. Both units would have a height of approximately 23 feet and 2 inches (two-stories) and include one off-street automobile parking space each. The Project Site is located within the Residential-House, One Family (RH-1) Zoning District and a 40-X Height and Bulk District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2019-023105AHB: 2800 Geary Boulevard – northwest corner of Geary Boulevard and Wood Street, Lot 013 in Assessor’s Block 1069 (District 2) – Request for HOME-SF Authorization pursuant to Planning Code Sections 206.3 and 328 to construct a six-story mixed-use project with 42 dwelling units and a ground floor commercial use. The HOME-SF program requires 30% of onsite dwelling units to be affordable units, with purchase prices ranging 80% of the Area Median Income (AMI) to 130% of AMI. The remaining 70% of dwelling units will not be subject to AMI restrictions. The HOME-SF program permits the project to exceed the prescribed height limit by up to 20 feet, which allows for the proposed fifth and sixth stories, and for form-based density. The project is also requesting modifications, pursuant to Planning Code Section 206.3(d)(4), of the rear yard and exposure requirements. The project is also subject to the Transportation Demand Management Program, pursuant to Planning Code Section 169. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2020-005255ENX/OFA/SHD and 2020-006576ENX/OFA/SHD: 474 Bryant St and 77 Stillman St – north side of Bryant Street between 2nd Street and 3rd Street; Lots 016 and 017 in Assessor’s Block 3763 (District 6) - Request for Large Project Authorization (LPA), Office Development Authorization, and adoption of Shadow Findings, pursuant to Planning Code Sections 295, 321, 322, and 329, to allow demolition of two vacant PDR buildings, adjust the existing lot lines, and construct two seven-story, 85-foot tall, mixed-use buildings on two separate parcels (each measuring 8,622 gross square feet) within the Central Soma-Mixed Use Office (CMUO) Zoning District and an 85-X Height and Bulk District. Under the LPA, the Project is seeking an exception from Planning Code Section 155(r) for a new curb cut on Bryant Street. Each building will consist of up to 49,999 square feet of Office use on six floors over ground floor Light Manufacturing use and a basement garage for a total of 14 off-street parking spaces for office tenants and 12 parking and loading spaces for PDR tenants. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). Comments received by 9:30 a.m. on the day of the hearing will be made a part of the official record and will be brought to the attention of the Planning Commission.
