Instructions for Calling-In to a Meeting

  1. DIAL the number listed for the meeting toll-free at 1 (415) 655-0001.
  2. Enter the Access Code for this meeting: 187 481 6408 then press #. If prompted for an Attendee ID, just press #.
    Please note: the Access Code will change for every meeting.
  3. Stop and LISTEN.
  4. Wait for Public Comment to be announced (by Item # or for General Public Comment).
  5. When the Commission/Hearing Secretary calls Public Comment, press *3 to raise your hand.
  6. Once you raise your hand, you will hear the prompt, “You have raised your hand to ask a question. Please wait to speak until the host calls on you.” If you no longer want to submit public comment, press*3 to lower your hand.
  7. Wait for your turn to speak.
  8. When you hear the prompt, “Your line is unmuted” – THIS IS YOUR OPPORTUNITY TO PROVIDE YOUR PUBLIC COMMENT.
  9. The Commission/Hearing Secretary will indicate how much time you have to provide your comments. You will be alerted when you have 30 seconds remaining.
  10. Once your public comment time have ended, you will be moved out of the speaker line and back listening as a participant in the meeting (unless you disconnect).

Notice is hereby given to the general public that applications involving the properties and/or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code. The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, May 6, 2021, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400. Please be advised that due to the COVID-19 emergency, the Planning Commission may be required to conduct this hearing remotely. 2021-000186CUA: 2675 Geary Boulevard – east side of Masonic Avenue, between Geary Boulevard and O’Farrell Street, Lot 001 in Assessor’s Block 1094 (District 5) – Request for a Conditional Use Authorization, pursuant to Planning Code Sections 303 and 303.1 and 712 to establish a formula retail use (d.b.a. Bank of America) within the vacant one-story building, recently constructed fronting onto the east side of Masonic Avenue within the NC-3 Zoning District, 40-X and 80-D Height and Bulk Districts and the City Center Special Sign District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2021-001979CUA: 141 Leland Avenue – southeast corner of the intersection of Leland Avenue and Peabody Street, Lot 017 in Assessor’s Block 2650 (District 10) – Request for Conditional Use Authorization pursuant to Planning Code Sections 303 and Interim Zoning Control 2019-017654PCA, Enactment Number 190908, passed by the Board of Supervisors on October 11, 2019 and for Concession/Incentive and Waiver from Development Standards, pursuant to Planning Code Section 206.6 and California Government Code Section 65915 pursuant to State Density Bonus Law for a change of use from a residential care facility (Institutional Use) to group housing (Residential Use) within an NC-2 Zoning District, 40-X Height and Bulk District and the Visitacion Valley/Schlage Special Use District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2021-002277CUA/VAR: 220 Dolores Street – west side of Dolores Street, between 15th and 16th Streets, Lot 003A in Assessor’s Block 3557 (District 8) – Request for Conditional Use Authorization pursuant to Planning Code Sections 303 and Interim Zoning Control 2019-017654PCA, Enactment Number 190908, passed by the Board of Supervisors on October 11, 2019 for a change of use from a residential care facility (Institutional Use) to group housing (Residential Use) within an RTO Zoning District and a 40-X Height and Bulk District. The project also requests Variances from Planning Code Sections 134 (rear yard), open space (135), 140 (exposure) and 155 (bicycle parking). A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2021-002736CUA/VAR: 149 Hyde Street – west side of Hyde Street, between Turk Street and Golden Gate Avenue, Lot 003 in Assessor’s Block 0346 (District 6) – Request for Conditional Use Authorization pursuant to Planning Code Sections 303 and Interim Zoning Control 2019-017654PCA, Enactment Number 190908, passed by the Board of Supervisors on October 11, 2019 for a change of use from a residential care facility (Institutional Use) to group housing (Residential Use) within a C-3-G Zoning District and a 80-X Height and Bulk District. The project also requests Variances from Planning Code Sections 134 (rear yard), 140 (exposure) and 155 (bicycle parking). A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2019-019373DRP-02: 217 Hugo Street – between 3rd and 4th Avenues; Lot 024 in Assessor’s Block 1752 (District 5) - Discretionary Review of Building Permit No.  2019.0730.7350 to demolish an existing one-story commercial building and construct a new 40-foot-tall, four-story, residential building with two dwelling units and two off-street parking spaces accessed from a new curb cut. The proposed building would be approximately 5,746 square feet in size within the RH-2 (Residential-House, Two-Family) Zoning District and 40-X Height and Bulk District.  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h).  For further information, call David Winslow at (628) 652-7335 or email at david.winslow@sfgov.org and ask about Case No. 2019-019373DRP.


It is strongly recommended that persons submit their comments in writing in advance of the hearing. Written comments may be submitted via email directly to the case planner.

Persons who are unable to attend the scheduled Planning Commission hearing may submit written comments regarding these cases to the individuals listed for each above via email or at the Planning Department, 49 South Van Ness Avenue, Suite 1400, San Francisco, CA 94103. Comments received by 9:30 a.m. on the day of the hearing will be made a part of the official record and will be brought to the attention of the Planning Commission.

Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, the public hearing.
