Instructions for Calling-In to a Meeting

  1. DIAL the number listed for the meeting toll-free at 1 (415) 655-0001.
  2. Enter the Access Code for this meeting: 2492 709 5954 then press #. If prompted for an Attendee ID, just press #.
    Please note: the Access Code will change for every meeting.
  3. Stop and LISTEN.
  4. Wait for Public Comment to be announced (by Item # or for General Public Comment).
  5. When the Commission/Hearing Secretary calls Public Comment, press *3 to raise your hand.
  6. Once you raise your hand, you will hear the prompt, “You have raised your hand to ask a question. Please wait to speak until the host calls on you.” If you no longer want to submit public comment, press*3 to lower your hand.
  7. Wait for your turn to speak.
  8. When you hear the prompt, “Your line is unmuted” – THIS IS YOUR OPPORTUNITY TO PROVIDE YOUR PUBLIC COMMENT.
  9. The Commission/Hearing Secretary will indicate how much time you have to provide your comments. You will be alerted when you have 30 seconds remaining.

Notice is hereby given to the general public that applications involving the properties and/or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code. Please be advised that due to the COVID-19 emergency, the Planning Commission may conduct this hearing remotely using videoconferencing technology or in-person at City Hall. 2021-003971PCA [Board File No. 210564] Planning Code – Dwelling Unit Density Exception for Corner Lots in Residential Districts – Ordinance amending the Planning Code to provide a density limit exception for Corner Lots in RH (Residential, House) zoning districts, to permit up to four dwelling units per lot; affirming the Planning Department’s determination under the California Environmental Quality Act; and making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1, and findings of public necessity, convenience, and welfare under Planning Code, Section 302. 2017-000663OFA-02: 610-698 BRANNAN STREET – located on southern half of the block north of Brannan Street between 5th Street and 6th Street, Lots 001B, 002B, 004, 005, 047, and 048 on Assessor’s Block 3778 (District 6) – Request Office Development Authorization, pursuant to Planning Code Sections 321 and 322,to authorize up to 676,801 sf from the Office Development Annual Limit for the Phase 1b and 1c of the proposed project at 610-698 Brannan Street. The project proposes construction of three new mixed-use buildings which will include a total of 2,061,380 sf of office, 47,586 sf of retail, 22,690 sf of child care facility, and 950 sf community facility.  The Project will also provide 41,229 sf of privately owned public open space (POPOS), 506 off-street parking spaces, 9 freight loading spaces and 575 bicycle spaces (515 Class I, 60 Class II). On July 18, 2019, the Planning Commission approved the Development Agreement, Office Allocation for Phase a1 and Large Project Authorization for the Project per PC Motion Nos. 20484, 20485 and 20486. 2019-019901CUA: 1068 FLORIDA STREET – west side of Florida Street between 22nd and 23rd Streets, Lot 011 in Assessor’s Block 4149 (District 9) - Request for Conditional Use Authorization pursuant to Planning Code Sections 303 and 317 to legalize the unpermitted demolition of a two-story, two-dwelling unit residential building and construction of a new four-story, two-dwelling unit and ADU residential building on the subject property within the RH-2 (Residential-House, Two-Family) Zoning District, the Calle 24 Special Use District, and a 40-X Height and Bulk District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2017-015648CUAVAR: 952 CAROLINA STREET – west side of Carolina Street between 22nd and 23rd Streets, Lot 009 in Assessor’s Block 4160 (District 10) - Request for Conditional Use Authorization pursuant to Planning Code Sections 303 and 317 to permit the partial demolition and relocation of the existing single-family dwelling and the construction of a new rear addition, adding one dwelling unit, on the subject property within the RH-2 (Residential-House, Two-Family) Zoning District and a 40-X Height and Bulk District. The Project requires a Variance from the Front Setback requirements of Planning Code Section 132, in that the relocated existing structure would be located within the Front Setback to the same degree as it exists in its current location (approximately 5’ where 9’8” is required). A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2021-000269DRP-02: 3669 21ST STREET – between Church and Sanchez Streets; Lot 054 in Assessor’s Block 3620 (District 8)- Discretionary Review of building permits 2020.1226.1735 and 2020.1228.1772 to demolish the existing one-story single-family residence and to construct a new three-story, 6,516-square-foot, single-family residence with an 854-square-foot ADU within the RH-1 (Residential House- One Family) Zoning District and 40-X Height and Bulk District. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h).). Persons who are unable to attend the scheduled Planning Commission hearing may submit written comments regarding these cases to the individuals listed for each above via email or at the Planning Department, 49 South Van Ness Avenue, Suite 1400, San Francisco, CA 94103. Comments received by 9:30 a.m. on the day of the hearing will be made a part of the official record and will be brought to the attention of the Planning Commission.

Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, the public hearing.
