Instructions for Calling-In to a Meeting

  1. DIAL the number listed for the meeting toll-free at 1 (415) 655-0001.
  2. Enter the Access Code for this meeting: 2497 652 9473 then press #. If prompted for an Attendee ID, just press #.
    Please note: the Access Code will change for every meeting.
  3. Stop and LISTEN.
  4. Wait for Public Comment to be announced (by Item # or for General Public Comment).
  5. When the Commission/Hearing Secretary calls Public Comment, press *3 to raise your hand.
  6. Once you raise your hand, you will hear the prompt, “You have raised your hand to ask a question. Please wait to speak until the host calls on you.” If you no longer want to submit public comment, press*3 to lower your hand.
  7. Wait for your turn to speak.
  8. When you hear the prompt, “Your line is unmuted” – THIS IS YOUR OPPORTUNITY TO PROVIDE YOUR PUBLIC COMMENT.

Notice is hereby given to the general public that applications involving the properties and/or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code. The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, November 4, 2021, beginning at 1:00 p.m. or later. Please be advised that due to the COVID-19 emergency, the Planning Commission may conduct this hearing remotely using videoconferencing technology or in-person at City Hall. 2016-013012CUA: 478-484 HAIGHT STREET – north side of Haight Street between Fillmore and Webster Streets; Lot 019 in Assessor’s Block 0849 (District 5) – The proposal is to amend Conditions of Approval of Planning Commission Motion No. 20976, adopted September 2, 2021. The project scope still includes the demolition of the existing two-story building containing one dwelling unit above ground floor retail space and the construction of a new four-story building containing 9 principally-permitted dwelling units and 9 accessory dwelling units above two floors of child care uses totaling approximately 9,942 square feet, but the project now proposes to satisfy its Inclusionary Affordable Housing Program requirements by paying an in-lieu fee rather than by providing on-site below market rate units. At minimum, Conditions of Approval Nos. 19-29, pursuant to Planning Code Section 415, are to be amended to reflect the project revision. 2018-007380PRJ: 1320 WASHINGTON STREET – north side of Washington Street between Jones and Leavenworth Streets; Lot 006 in Assessor’s Block 0188 (District 3) – Request for Conditional Use Authorization pursuant to Planning Code Sections 253 and 303, to demolish the existing two-story commercial public parking garage and construct a new six-story over basement (65-foot tall), residential building in excess of 40 feet in height on a lot with more than 50 feet of frontage within an RM-4 (Residential-Mixed, High Density) District. The project would include 25 dwelling units (12 one-bedrooms, 9 two-bedrooms, and 4 three-bedrooms) and provide 25 vehicle parking spaces and 25 Class 1 bicycle parking spaces at the basement level. The project includes private open space for 7 units and provides a 1,780 square foot roof deck to satisfy the common open space requirement for 18 units. Additionally, the project requests Variances pursuant to Planning Code Section 134 rear yard requirements for the portion of the garage in the rear yard that is located above grade, and pursuant to Section 140 exposure requirements for the 8 dwelling units at the first three floors that face onto the rear yard. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2021-000215PRJ: 400 HYDE STREET – northeast corner of Hyde and Ellis Streets; Lot 006A in Assessor’s Block 0322 (District 6) - Request for Conditional Use Authorization, pursuant to Planning Code Sections 209.3 and 303 to install a new rooftop Macro Wireless Telecommunications Services Facility consisting of the installation of twelve (12) antennas and ancillary equipment as part of the Verizon Wireless Telecommunications Network. The antennas will be screened within 30” diameter FRP vent pipes and the ancillary equipment will be screened behind an 8’ screen wall. The Project site is located within the R-C-4 (Residential-Commercial, High Density) Zoning District and 80-T Height and Bulk District. 2021-005183CUA: 2040 CHESTNUT STREET – north side of Chestnut Street between Mallorca Way and Fillmore Street; Lot 024B in Assessor’s Block 0467A (District 2) – Request for Conditional Use Authorization, pursuant to Planning Code Sections 711, 303.1, and 303 to establish an approximately 3,485 square foot Formula Retail use (d.b.a. Sweetgreen) within the vacant ground floor space of an existing one-story commercial building within an NC-2 (Neighborhood-Commercial, Small Scale) Zoning District and a 40-X Height and Bulk District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.05(h). 2019-020031CUAVAR: 2861-2899 SAN BRUNO AVENUE; 90-98 WOOLSEY STREET – east side of San Bruno Avenue at the corner of Woolsey; Lots 037 and 022 in Assessor’s Block 5457 (District 9) – Request for Conditional Use Authorization (CUA) and Variance pursuant to Planning Code (PC) Sections 303 and 415 to amend Conditions of Approval granted by the Planning Commission on January 17, 2013 under Motion No. 18782 to change the compliance with the inclusionary affordable housing program of PC 415 from providing on-site affordable housing to payment of the Affordable Housing Fee. In addition, the Project is requesting CUA pursuant to PC 207.7, 303, and 741 to waive the dwelling unit mix requirements, approve a change to the Project’s approved dwelling unit density (from 10 to 27 dwelling units; 15 are Accessory Dwelling Units) and legalize design modifications completed without benefit of a permit. The Project is also requesting a variance from the Zoning Administrator to address the Planning Code requirements for rear yard (PC 134), usable open space (PC 135), permitted obstructions (PC 136) and ADU waivers for exposure and open space. Finally, the Project is seeking to legalize the demolition of two dwelling units, which occurred as part of BPA No. 201312305201. The Project is requesting a CUA per PC 303 and 317 to legalize the demolition of two dwelling units at 2861-2865 San Bruno Avenue in the San Bruno Avenue NC (Neighborhood Commercial) Zoning District, and 40-X Height and Bulk District. The current proposal is not a project under CEQA Guidelines Sections 15060(c) and 15378 because there is no direct or indirect physical change in the environment. 2018-003779DRP-02: 619 22ND AVENUE – between Balboa and Cabrillo Streets; Lot 002 in Assessor’s Block 1662 (District 1)- Discretionary Review of Building Permit Application no. 2018.0315.3729 to construct a rear horizontal addition at the first and second stories (totaling 266 square feet), and a two-story vertical addition (totaling 1,974 square feet) to create a new second unit to an existing single family home within the RH-2 (Residential House- Two Family) Zoning District and 40-X Height and Bulk District.  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h).). Comments received by 9:30 a.m. on the day of the hearing will be made a part of the official record and will be brought to the attention of the Planning Commission.
