Instructions for Calling-In to a Meeting

  1. DIAL the number listed for the meeting toll-free at 1 (415) 655-0001.
  2. Enter the Access Code for this meeting: 2496 103 2138 then press #. If prompted for an Attendee ID, just press #.
    Please note: the Access Code will change for every meeting.
  3. Stop and LISTEN.
  4. Wait for Public Comment to be announced (by Item # or for General Public Comment).
  5. When the Commission/Hearing Secretary calls Public Comment, press *3 to raise your hand.
  6. Once you raise your hand, you will hear the prompt, “You have raised your hand to ask a question. Please wait to speak until the host calls on you.” If you no longer want to submit public comment, press*3 to lower your hand.
  7. Wait for your turn to speak.
  8. When you hear the prompt, “Your line is unmuted” – THIS IS YOUR OPPORTUNITY TO PROVIDE YOUR PUBLIC COMMENT.
  9. The Commission/Hearing Secretary will indicate how much time you have to provide your comments. You will be alerted when you have 30 seconds remaining.
  10. Once your public comment time have ended, you will be moved out of the speaker line and back listening as a participant in the meeting (unless you disconnect).

Notice is hereby given to the general public that applications involving the properties and/or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code. The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, May 12, 2022, beginning at 1:00 p.m. or later. Please be advised that due to the COVID-19 emergency, the Planning Commission may conduct this hearing remotely using videoconferencing technology or in-person at City Hall. 2021-005709CUA: 2241 MARKET STREET – south side, between Sanchez Street and 16th Street; Lot 002 of Assessor’s Block 3559 (District 7) – Request for Conditional Use Authorization, pursuant to Planning Code Section 303, 303.1, and 764 for the establishment of a Formula Retail Use (d.b.a. “European Wax Center”) at an approximately 1,729 square-foot tenant space located on the ground floor of a three-story, mixed-use building within the Upper Market Neighborhood Commercial Transit (NCT) Zoning District and 40-X and 50-X Height and Bulk Districts. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2021-004891CUA: 285 WINSTON DRIVE – south side, between 20th Ave and Buckingham Way; Lot 006 of Assessor’s Block 7296 (District 7) – Request for Conditional Use Authorization, pursuant to Planning Code Section 210.1, 303, and Interim Zoning Control 2022-002847PCA, File No. 220159, passed by the Board of Supervisors on March 22, 2022, for Parcel Delivery Services to establish an approximately 26,000 square-foot Parcel Delivery Service within a portion of the ground floor of an existing three story retail building (Stonestown Galleria), within the C-2 (Community Business) Zoning District and 65-D Height and Bulk District. There will be no expansion of the building envelope. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2022-003219PCA: Fire-Damaged Liquor Stores in North Beach Neighborhood Commercial District [BF 220342] – Ordinance amending the Planning Code, sponsored by Supervisor Peskin, to extend the time, from three to six years from the date of a fire, for a temporary closure of a liquor store in the North Beach Neighborhood Commercial District (NCD) as a result of the fire to not result in an abandonment of such use, and for the relocation of such use to another location in the North Beach NCD to not require a new Conditional Use permit; affirming the Planning Department’s determination under the California Environmental Quality Act; and making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1, and findings of public necessity, convenience, and welfare under Planning Code, Section 302.

Cathay Bank) within the ground floor space of an existing one-story commercial building, within the Irving Street Neighborhood Commercial Zoning District and a 40-X Height and Bulk District.  A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2021-005020DRP: 98 MULLEN AVENUE – between Alabama and Peralta Streets; Lot 001 in Assessor’s Block 5527 (District 9) – Discretionary Review of Building Permit Application no. 2021.0226.5496 to construct a 950 sf 1-story vertical addition and facade alterations on the Mullen Avenue and Peralta Avenue facades to an existing two-story single-family house within the RH-1 (Residential House - One Family) Zoning District and 40-X Height and Bulk District.  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(H).). 2019-021205DRP-02: 617 ELIZABETH STREET – between Castro and Diamond Streets; Lot 032 in Assessor’s Block 2831 (District 8) - Discretionary Review of Building Permit Application no. 2019.1105.6461 to construct a rear horizontal and 4th story vertical addition with rear decks facing the rear yard within the RH-2 (Residential House - Two Family) Zoning District and 40-X Height and Bulk District.  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(H).). It is strongly recommended that persons submit their comments in writing in advance of the hearing. Written comments may be submitted via email directly to the case planner.

Persons who are unable to attend the scheduled Commission hearing may submit written comments regarding these cases to the individuals listed for each above via email or at the Planning Department, 49 South Van Ness Avenue, Suite 1400, San Francisco, CA 94103. Comments received by 9:30 a.m. on the day of the hearing will be made a part of the official record and will be brought to the attention of the Commission.

Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, the public hearing.
