Instructions for Calling-In to a Meeting

  1. DIAL the number listed for the meeting toll-free at 1 (415) 655-0001.
  2. Enter the Access Code for this meeting: 2489 384 4846 then press #. If prompted for an Attendee ID, just press #.
    Please note: the Access Code will change for every meeting.
  3. Stop and LISTEN.
  4. Wait for Public Comment to be announced (by Item # or for General Public Comment).
  5. When the Commission/Hearing Secretary calls Public Comment, press *3 to raise your hand.
  6. Once you raise your hand, you will hear the prompt, “You have raised your hand to ask a question. Please wait to speak until the host calls on you.” If you no longer want to submit public comment, press*3 to lower your hand.
  7. Wait for your turn to speak.
  8. When you hear the prompt, “Your line is unmuted” – THIS IS YOUR OPPORTUNITY TO PROVIDE YOUR PUBLIC COMMENT.
  9. The Commission/Hearing Secretary will indicate how much time you have to provide your comments. You will be alerted when you have 30 seconds remaining.

Notice is hereby given to the general public that applications involving the properties and/or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code. The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, June 23, 2022, beginning at 1:00 p.m. or later. Please be advised that due to the COVID-19 emergency, the Planning Commission may conduct this hearing remotely using videoconferencing technology or in-person at City Hall. 2021-002971CUAVAR: 4176 CESAR CHAVEZ STREET – north side of Cesar Chavez Street and between Noe and Castro Streets; Lot 053 in Assessor’s Block 6563 (District 8) - Request for a Conditional Use Authorization pursuant to Planning Code Sections 303 and 317 for the demolition and reconstruction of an existing detached two-story, dwelling unit located towards the rear of the subject property within Residential-House, Two Family (RH-2) Zoning District and 40-X Height and Bulk District. The proposal will also demolish and reconstruct exterior decks and stairs. The proposal will seek a Variance from the landscaping and permeability requirements pursuant to Planning Code Sections 132(g) and 132(h) and rear yard requirement pursuant to Planning Code Section 134. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2022-000030CUAVAR: 243-255 WEST PORTAL AVENUE – south side of West Portal Avenue and between 14th Avenue and Vicente Street; Lot 021 in Assessor’s Block 2989B (District 7) - Request for a Conditional Use Authorization for pursuant to Planning Code Sections 121.2, 303, and 729 for the establishment of a Restaurant Use (D.B.A. “Elena’s Restaurant”) greater than 2,500 square feet in size within a tenant space located on the ground floor of an existing commercial building within West Portal Avenue Neighborhood Commercial (NCD) Zoning District and 26-X Height and Bulk District. The proposal will merger and subdivide two existing tenant spaces and establish a Non-Retail Professional Use at the second tenant space, and construct a new detached storage shed for utilization by the Restaurant Use. The proposal will also seek a Variance from the rear yard requirement pursuant to Planning Code Sections 134. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2019-022830AHB: 3055 CLEMENT STREET – southeast corner of Clement Street and 32nd Avenue; Lot 043 in Assessor’s Block 1463 (District 1) - The proposal is for a HOME-SF Project Authorization, pursuant to Planning Code Sections 206.3, 328, and 710, to allow the construction of a six-story, 62-foot tall residential building containing nine dwelling units totaling approximately 11,123 square feet above approximately 632 square feet of ground floor commercial space within the NC-1 Zoning District and a 40-X Height and Bulk District. The proposal is seeking exceptions from the rear yard requirements pursuant to Planning Code Section 134, the usable open space requirements pursuant to Planning Code Section 135 and the ground floor level active use requirements of Planning Code Section 206.3. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2021-003635DRP: 470 08TH AVENUE – between Anza Street and Geary Boulevard; Lot 027 in Assessor’s Block 1527 (District 1) - Discretionary Review of Building Permit Application no. 2021.0119.2895 to construct a rear horizontal and fourth-story vertical addition to an existing three-story, one-family residence within the RM-1 (Residential-Mixed, Low Density) Zoning District and 40-X Height and Bulk District. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h).). This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h).). It is strongly recommended that persons submit their comments in writing in advance of the hearing. Written comments may be submitted via email directly to the case planner.

Persons who are unable to attend the scheduled Commission hearing may submit written comments regarding these cases to the individuals listed for each above via email or at the Planning Department, 49 South Van Ness Avenue, Suite 1400, San Francisco, CA 94103. Comments received by 9:30 a.m. on the day of the hearing will be made a part of the official record and will be brought to the attention of the Commission.

Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, the public hearing.
