Notice is hereby given to the general public that applications involving the properties and/or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code. The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, October 13, 2022, beginning at 1:00 p.m. or later. Please be advised that due to the COVID-19 emergency, the Planning Commission may conduct this hearing remotely using videoconferencing technology or in-person at City Hall. 2022-001239CUA: 1700 CALIFORNIA STREET – north side of California Street between Van Ness Avenue and Franklin Street; Lots 036 and 040 in Assessor’s Block 0642 (District 2) – Request for Conditional Use Authorization, pursuant to Planning Code Sections 209.3 and 303 to permit a change of use on the third floor (Suite #370) of the subject property from a General Office use to a Health Service use (dba. Satellite Healthcare) and to legalize a change of use on the second floor (Suite 260) of the subject property from a General Office use to a Health Service use (dba. Satellite Healthcare), located within the RC-4 (Residential-Commercial, High-Density) Zoning District, an 80-D Height and Bulk District, the Van Ness Special Use District and the Van Ness Automotive Special Use District. 2022-008360CUA: 580 GREEN STREET – North side of Green Street between Stockton Street and Jasper Place; Lot 020A in Assessor's Block 0116 (District 3) - Request for Conditional Use Authorization, pursuant to Planning Code Sections 303, 722 and 780.3 to establish an approximately 3,070 square foot General Grocery Store use (dba. Lukes Local) on the first floor of the subject property. There will be no expansion of the existing building envelope. The project site is located within a the NCD-North Beach Neighborhood Commercial Zoning District and a 40-X Height and Bulk District. StretchLab, a membership and drop-in Personal Service Use offering group and one-on-one assisted stretching) in an approximately 1,124 square foot vacant ground floor commercial space which was previously occupied by another retail use (d.b.a. Jest Jewels). Interior modifications to the ground floor commercial space and minor storefront improvements are proposed. 2018-002524CUAVAR: 20-28 FOUNTAIN STREET – west side of Fountain Street and between 24th and 25th Streets; Lots 085 and 086 in Assessor’s Block 6501 (District 8) - Request for a Conditional Use Authorization for pursuant to Planning Code Sections 207, 209.1, and 303 for the merger of two existing lots, the construction of two three-story over basement duplexes, and the addition of an Accessory Dwelling Unit (ADU) at an existing single family residence for a total of six dwelling units within Residential-House, Two-Family (RH-2) Zoning District and 40-X Height and Bulk District. The proposal will also seek a Variance from the front setback pursuant to Planning Code Section 132 and rear yard requirement pursuant to Planning Code Sections 134. 2016-011827ENX: 1500-1528 15TH STREET – northwest corner of South Van Ness Avenue, Lots 016 and 018 in Assessor’s Block 3548 (District 9) - Request for a Large Project Authorization, pursuant to Planning Code (PC) Sections 329 and 843, to permit a project greater than 25,000 square feet of floor area within the UMU (Urban Mixed Use) Zoning District and 58-X Height and Bulk District, to construct an eleven-story, 120-foot tall, 72,289 square foot, mixed-use building with approximately 2,871 square feet of ground-floor commercial uses, 189 residential group housing units, and 64 Class 1 and 6 Class 2 bicycle parking spaces, under the Individually Requested State Density Bonus Program (PC Section 206.6 and California Government Code Section 65915). The Project seeks waivers from development standards, including Rear Yard (PC Section 134), Open Space (PC Section 135), and Building Height (PC Section 260) to achieve a 50% density bonus. Persons who are unable to attend the scheduled Commission hearing may submit written comments regarding these cases to the individuals listed for each above via email or at the Planning Department, 49 South Van Ness Avenue, Suite 1400, San Francisco, CA  94103. Comments received by 9:30 a.m. on the day of the hearing will be made a part of the official record and will be brought to the attention of the Commission.

Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Commission at, or prior to, the public hearing.
