  4. Wait for Public Comment to be announced (by Item # or for General Public Comment).
  5. When the Commission/Hearing Secretary calls Public Comment, 
    • Telephone - press *3 to raise your hand.

  6. Once you raise your hand, you will hear the prompt, “You have raised your hand to ask a question. Please wait to speak until the host calls on you.”

Notice is hereby given to the general public that applications involving the properties and/or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code. The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, October 20, 2022, beginning at 1:00 p.m. or later. Please be advised that due to the COVID-19 emergency, the Planning Commission may conduct this hearing remotely using videoconferencing technology or in-person at City Hall. Additional information may be found on the Department’s website.

2022-009014PCA: Planning Code - Electric Vehicle Charging Locations (Board File 220851) – Ordinance, sponsored by Supervisor Peskin, amending the Planning Code to create Electric Vehicle Charging Location and Fleet Charging as Automotive Uses, allow conversion of Automotive Service Stations to Electric Vehicle Charging Locations without Conditional Use authorization and principally permit conversion of other Automotive Uses to Electric Vehicle Charging Locations, revise zoning control tables to reflect these changes, and require annual reporting by the Planning Department regarding Electric Vehicle Charging Location and Fleet Charging project approvals; affirming the Planning Department’s determination under the California Environmental Quality Act; and making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1, and findings of public necessity, convenience, and welfare under Planning Code, Section 302. 2022-003210CUA: 44 2ND STREET – west side between Jessie and Stevenson Streets (District 6). The proposal is for a Conditional Use Authorization, pursuant to Planning Code Section 210.2 and 303 to allow for 5,808 square feet of non-retail sales and service (general office) use at the basement and first floors of the subject property within the C-3-O(SD) (Downtown-Office [Special Development]) Zoning District and 150-S Height and Bulk District. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to Section 31.04(h) of the San Francisco Administrative Code. 2022-003591CUA: 1196 PACIFIC AVENUE – North side between Jones Street and Taylor Street; Lot 021 in Assessor’s Block 0157 (District 3) – Request for Conditional Use Authorization pursuant to Planning Code Sections 202.2(a)(5), 726, and 303 to permit a Cannabis Retail Use. The proposed project (“Project”) would establish a Cannabis Retail Use (d.b.a. “Positive Vision”) measuring 940 square feet within a vacant, ground floor commercial tenant space located at the subject property. The Project does not include a request for authorization of on-site smoking or vaporizing of cannabis products. The Project proposes minor interior tenant improvements such as installing sales counters, display cases, toilets, and some interior partition walls. Aside from the installation of new security gates on the existing storefront, no other changes to the building exterior or envelope are proposed. New business signage will be applied for under a separate permit. The subject property is located within the Pacific Avenue Neighborhood Commercial District and a 40-X Height and Bulk District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2021-006164CUA: 258 CUMBERLAND STREET – north side between Sanchez and Church Streets; Lot 047 in Assessor’s Block 3600 (District 8) – Request for Conditional Use Authorization, pursuant to Planning Code Sections 209.1, 303, and 317 to legalize the tantamount to demolition of an existing 2,056 gross square-foot, two-story, one-family dwelling and to construct a 3,954 gross square-foot, five-bedroom, one-family dwelling with a 310 square-foot garage, one off-street automobile parking space, and one Class 1 bicycle parking space, within an RH-2 (Residential, House – Two-Family) Zoning District, a 40-X Height and Bulk District, and the Central Neighborhoods Large Residence Special Use District. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). For further information, call Vincent W. It is strongly recommended that persons submit their comments in writing in advance of the hearing. Written comments may be submitted via email directly to the case planner.

Persons who are unable to attend the scheduled Commission hearing may submit written comments regarding these cases to the individuals listed for each above via email or at the Planning Department, 49 South Van Ness Avenue, Suite 1400, San Francisco, CA  94103. Comments received by 9:30 a.m. on the day of the hearing will be made a part of the official record and will be brought to the attention of the Commission.

Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Commission at, or prior to, the public hearing.
