Notice is hereby given to the general public that applications involving the properties and/or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code. The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, January 26, 2023, beginning at 1:00 p.m. or later. Please be advised that due to the COVID-19 emergency, the Planning Commission may conduct this hearing remotely using videoconferencing technology or in-person at City Hall. 2021-007313CUA: 80 JULIAN AVENUE – west side of Julian Avenue between 14th and 15th Streets, lot 052 in Assessor’s Block 3547 (District 9) - request for a Conditional Use Authorization, pursuant to Planning Code Sections 249.2, 303, and Board File No. 221261, to allow exceptions to non-residential use size limits (Planning Code 121.2), floor area ratio (Planning Code 124), rear yard (Planning Code 134), dwelling unit exposure (Planning Code 140), active use (Planning Code 145.1), setbacks on narrow streets and alleys (Planning Code 261.1), and development impact fee requirements of Planning Code Sections 411A, 414A, 415, and 423, for the Project consisting of a six-story, 79-foot tall, 41,608 square foot mixed-use building, also known as “The Village.” The Project would support San Francisco’s Native American population with community services including youth programming, elder services, dental and medical operations, and would also construct approximately 21 group housing units. The property is located within a Valencia Street NCT (Neighborhood Commercial Transit) Zoning District and 45-X Height and Bulk District. The proposal also includes a Planning Code Text Amendment to establish the proposed Village Special Use District (Planning Code Section 249.2) and a Zoning Map Amendment to amend the Height/Bulk District of the subject lot from 45-X to 80-X. 2021-007313MAP/PCA [Board File No. 221261] – Village Special Use District Ordinance amending the Planning Code (Section 249.2) to create the Village Special Use District (SUD) (Assessor’s Block No. 3547, Lot Nos. 052), to facilitate the development of a community facility and group housing use which seeks exceptions to specific Planning Code requirements, including, but not limited to, floor area ratio, rear yard, use size limits, exposure, and active use; and amending the Height and Bulk District Map to change the permitted height limit from 45-X to 80-X; affirming the Planning Department’s determination under the California Environmental Quality Ac (CEQA)t; and making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1, and findings of public necessity, convenience, and welfare under Planning Code, Section 302. 2020-001314CUA: 110 FRANKLIN STREET – located on the east side of Franklin Street between Oak Street and Hickory Street; Lot 008 in Assessor’s Block 0834 (District 6) – Request for Conditional Use Authorization, pursuant to Planning Code Sections 156(f) and 303, to permit a five-year extension of an existing, temporary Public Parking Lot use within the C-3-G Zoning District. The Project Site is located within the C-3-G (Downtown-General) Zoning District, 85-X Height and Bulk District, and the Van Ness and Market Residential Special Use District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2022-000404CUA: 345 RIVERA STREET – south side of Rivera Street between 14th Avenue and Funston Avenue, lot 026A in Assessor’s Block 2336 (District 7) - request for a Conditional Use Authorization, pursuant to Planning Code Sections 209.1, 303 and 317 to legalize the tantamount to demolition that occurred during the construction of alterations and additions to a 2,962 gross square-foot, two-story, single-family dwelling with a legalized unauthorized dwelling unit to create a 4,154 gross square-foot, three-story, two-family dwelling. The property is located within the RH-1 (Residential-House, One Family) Zoning District and 40-X Height and Bulk District. A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2022-003961DRP: 1564 GREEN STREET – between Franklin Street and Van Ness Avenue Lot 012 in Assessor’s Block 0546 (District 2) - Discretionary Review of Building Permit Application no. 2022. 0315.0056 to construct a fourth story vertical addition to a 3-story, two-family dwelling within the RM-2 (Residential Mixed – Moderate Density) and 40-X Height and Bulk District. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h).). It is strongly recommended that persons submit their comments in writing in advance of the hearing. Written comments may be submitted via email directly to the case planner.

Comments received by 9:30 a.m. on the day of the hearing will be made a part of the official record and will be brought to the attention of the Planning Commission.
Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, the public hearing.
