Notice is hereby given to the general public that applications involving the properties/and or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code. The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, July 30, 2020, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400.  Please be advised that due to the COVID-19 emergency, the Planning Commission may be required to conduct this hearing remotely. 2018-012576CUA: 1769 Lombard Street – south side of Lombard Street between Laguna and Octavia Streets; Lot 027 in Assessor’s Block 0506 (District 2). – The proposal is for Conditional Use Authorization pursuant to Planning Code Sections 303, 145.2, and 712 to authorize an Outdoor Activity Area in conjunction with a Kennel Use (d.b.a. “The Grateful Dog”) as well as a one-year review of Motion No. 20355, which authorized the Kennel Use, within the NC-3 (Neighborhood Commercial, Moderate Scale) Zoning District and a 40-X Height and Bulk District. The Project is not a project under CEQA Guidelines Sections 15060(c) and 15378 because there is no direct or indirect physical change in the environment. 2018-002124CUA: 54 4th Street – west side of 4th Street and between Market and Mission Streets; Lot 034 in Assessor’s Block 3705 (District 13) - Request for a Conditional Use Authorization for hotel use pursuant to Planning Code Sections 210.2 and 303. The Project proposes a conversion of the 68 vacant residential hotel rooms (SROs) to tourist use. The subject property (Mosser Hotel) currently contains 81 residential hotel rooms and 87 tourist hotel rooms for a total of 168 rooms within the C-3-R (Downtown-Retail) Zoning District and 160-S Height and Bulk District. 13 tenants currently reside in the 81 residential hotel rooms, with 68 of them vacant. None of the existing tenants are proposed to be evicted. The Project Sponsor proposes to satisfy the one-for-one residential room replacement required by Administrative Code Section 41.13(a)(4) and (a)(5) by paying an in-lieu fee “to a public entity or nonprofit organization, which will use the funds to construct comparable units, an amount at least equal to 80% of the cost of construction of an equal number of comparable units plus site acquisition costs.” The Conditional Use Authorization would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2019-019722CUA: 916 Kearny Street – south side at the intersection of Kearny Street and Columbus Avenue; Lot 013 in Assessor's Block 0176 (District 3) – Request is for Conditional Use Authorization pursuant to Planning Code Sections 303 and 810 to convert floors 3 through 7 of the landmark Sentinel Building from an office use to a hotel. The hotel would occupy approximately 5,743 square feet and accommodate 15 guest rooms. Limited ground floor alterations are also proposed to create the hotel lobby and reception area. No changes are proposed for the exterior, ground floor restaurant, basement, second, or eighth floors. The project site is located within the Chinatown-Community Business (CCB) District and a 65-N Height and Bulk. 2019-022627CUA: 1310 Bacon Street – north side of Bacon Street between Princeton and Cambridge Streets, Lot 022 of Assessor's Block 5993 and Lot 072 of Assessor's Block 5992A (District 9) - Request is for a Conditional Use Authorization-Planned Unit Development pursuant to Planning Code Sections 209.1, 303, and 304, for the expansion of an existing Residential Care Facility (d.b.a. Gracenter) in a RH-1 Zoning District by constructing a new single-story 1,064 square foot building. The new building will contain a communal kitchen and bedrooms for five patients, increasing the Facility’s capacity from 13 to 18 patients. The Project site consists of two parcels that collectively measure approximately 88,746 square feet and contain two existing buildings, a two-story building that houses the Sisters of the Good Shepherd religious order and a 5,045 square foot building for the Gracenter. Under the PUD, the project is seeking modifications to certain Planning Code requirements, including rear yard (Planning Code Section 134). A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2019-001613DRP: 2100-2102 Jones Street / 998 Filbert Street – At the intersection of Jones and Filbert Streets.; Lot 017 in Assessor’s Block 0092 (District 3) - Request for Discretionary Review of Building Permit Application No. 202001272820, for the conversion of two (2) existing commercial spaces to two (2) ADUs (Accessory Dwelling Units) per City Ordinance No. 162-16 at the ground floor of an existing eight-unit building within the RM-1 (Residential- Mixed, Low Density) Zoning District and 40-X Height and Bulk District. This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2019-016420CND: 424-434 Francisco Street – northwest side at the intersection of Francisco and Powell Streets; Lot 010 in Assessor's Block 0041 (District 3) – Request is for Condominium Conversion pursuant to Subdivision Code Sections 1332 and 1381, to convert a three (3)-story, six (6)-unit building into residential condominiums. The proposal includes no physical change and therefore is not a project under CEQA. The project site is located within the North Beach Neighborhood Commercial (NCD) District and a 40-X Height and Bulk. 2018-009487SHD: 811 Valencia Street – east side of Valencia Street between 19th Street and 20th Street - Request for Shadow Authorization for shadow impacts to the Mission Playground, pursuant to Planning Code Section 295, for a project that includes demolition of the existing single-story building and new construction of a six-story, 55-ft tall, mixed-use residential building (approximately 7,454  square feet (sq. ft.)) with 18 single  room occupancy (SRO) dwelling units and approximately 540 square feet of Retail Sales and Service use, on the subject property within the Valencia Street NCT (Neighborhood Commercial Transit) Zoning District and 55-X Height and Bulk District.  A Planning Commission approval at the public hearing would constitute the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2019-015999DRP: 246 Eureka Street – between 19th and 20th Streets; Lot 010 in Assessor’s Block 2699  (District 8) - Request for Discretionary Review of Building Permit Application No. 2019.0815.8852 to construct a one-story vertical addition and a horizontal rear addition to  single family house within the RH-2 (Residential House, Two-Family) Zoning District and 40-X Height and Bulk District.  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h). 2018-011065DRP: 3233 16th Street – between Dolores and Guerrero Streets; Lot 042 in Assessor’s Block 3567   (District 8) - Request for Discretionary Review of Building Permit Application No. 2018.0807.6659 to demolish the existing garage, storage shed, and garbage enclosure at the front and middle of the lot and construct an approximately 40-foot-tall, four-story, 2,360-square-foot residential building with five dwelling units at the front of the lot within the NCT (Neighborhood Commercial Transit) Zoning District and 40-X Height and Bulk District.  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h).  For further information, call David Winslow at (415) 575-9159 or email at david.winslow@sfgov.org and ask about Case No. 2018-011065DRP.

It is strongly recommended that persons submit their comments in writing in advance of the hearing. Written comments may be submitted via email directly to the case planner.

Persons who are unable to attend the scheduled Commission hearing may submit written comments regarding these cases to the individuals listed for each case above via email or at the Planning Department, 1650 Mission Street, 4th Floor, San Francisco, CA 94103. Comments received by 9:30 a.m. on the day of the hearing will be made a part of the official record and will be brought to the attention of the Planning Commission.

Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, the public hearing.
