Instructions for Calling-In to a Meeting

  1. DIAL the number listed for the meeting toll-free at 1 (415) 655-0001.
  2. Enter the Access Code for this meeting: 187 796 7244 then press #. If prompted for an Attendee ID, just press #.
    Please note: the Access Code will change for every meeting.
  3. Stop and LISTEN.
  4. Wait for Public Comment to be announced (by Item # or for General Public Comment).
  5. When the Commission/Hearing Secretary calls Public Comment, press *3 to raise your hand.
  6. Once you raise your hand, you will hear the prompt, “You have raised your hand to ask a question. Please wait to speak until the host calls on you.” If you no longer want to submit public comment, press*3 to lower your hand.
  7. Wait for your turn to speak.
  8. When you hear the prompt, “Your line is unmuted” – THIS IS YOUR OPPORTUNITY TO PROVIDE YOUR PUBLIC COMMENT.
  9. The Commission/Hearing Secretary will indicate how much time you have to provide your comments. You will be alerted when you have 30 seconds remaining.
  10. Once your public comment time have ended, you will be moved out of the speaker line and back listening as a participant in the meeting (unless you disconnect).

Notice is hereby given to the general public that applications involving the properties and/or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code. The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, June 3, 2021, beginning at 1:00 p.m. or later, in City Hall, 1 Dr. Carlton B. Goodlett Place, Room 400. Please be advised that due to the COVID-19 emergency, the Planning Commission may be required to conduct this hearing remotely. Additional information may be found on the Department's website.

2020-006112PCA [Board File No. 210381] – Massage Establishment Zoning Controls: Ordinance amending the Planning Code to revise Massage Establishment zoning controls, including, among other things, to 1) add Sole Practitioner Massage Establishments to the definition of Health Services in Article 7; 2) regulate Massage Establishments consistent with Health Services, except that where zoning for Health Services is more permissive, Massage Establishments shall require conditional use authorization on the second floor and are not permitted on the third floor and above unless located within a Hotel; 3) eliminate the three-month period to establish abandonment of certain nonconforming Massage Establishment uses; 4) prohibit Personal Services uses for three years at any location where a Massage Establishment use was closed due to a violation of the Planning Code or Health Code; 5) eliminate the exception from the conditional use authorization requirement for massage uses accessory to a dwelling unit; and 6) delete related provisions that have expired through the passage of time; affirming the Planning Department’s determination under the California Environmental Quality Act; and making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1, and public necessity, convenience, and general welfare findings pursuant to Planning Code, Section 302. 2020-011603CUA: 2424 Polk Street – east side of Polk Street between Filbert and Union Streets; Lot 020 in Assessor's Block 0525 (District 2) - Request for a Conditional Use Authorization, pursuant to Planning Code 303 and 723, to establish an approximately 2,346 square-foot Cannabis Retail Use (d.b.a. A&E Green Solutions) within a one-story commercial building. There will be an on-site smoking and vaporizing lounge in the rear of the business. There will be no expansion of the existing building envelope or storefront modifications proposed. 2021-000444CUA/OFA: 135 Post Street – south side of Post Street between Grant Avenue and Kearny Street; Lot 021 in Assessor’s Block 0310 (District 3) – Request for a Conditional Use Authorization and Office Allocation, pursuant to Planning Code Sections 210.2, 303, and 320-325 to allow Office Uses on the third floor of the existing building, and to allow Office Uses greater than 5,000 square feet per use on floors four through six of the existing building (a total of approximately 49,000 square feet of office uses). The project site is located within the C-3-R (Downtown – Retail) Zoning District and the 80-130-F Height and Bulk District. 2019-006578DRP: 2455 Harrison Street  – between 20th & 21st Streets; Lot 026 in Assessor’s Block 4084  (District 9) - Discretionary Review of Building Permit No.  2019.0430.9262 to demolish an existing one-story automotive repair building and construct a new four-story mixed-use building with laboratory use on the first and second stories, and residential dwelling units on the third and fourth stories within the UMU (Urban Mixed Use) - Mission Eastern Neighborhoods Zoning District and 48-X Height and Bulk District.  This action constitutes the Approval Action for the project for the purposes of CEQA, pursuant to San Francisco Administrative Code Section 31.04(h).). It is strongly recommended that persons submit their comments in writing in advance of the hearing. Written comments may be submitted via email directly to the case planner.

Persons who are unable to attend the scheduled Planning Commission hearing may submit written comments regarding these cases to the individuals listed for each above via email or at the Planning Department, 49 South Van Ness Avenue, Suite 1400, San Francisco, CA 94103. Comments received by 9:30 a.m. on the day of the hearing will be made a part of the official record and will be brought to the attention of the Planning Commission.

Pursuant to Government Code § 65009, if you challenge, in court, the approval of a conditional use, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, the public hearing.
