Affordable Housing and High Roads Job Act Supplemental (AB 2011)
Effective November 1, 2024, SF Planning will apply a $1,330 fee for new project submissions. The fee applies to SB 330 for locking in the Planning Code, SB 423 for Notice of Intent, and AB 2011 / SB 4 applications. Should the cost of staff time exceed the initial fee paid, an additional fee for time and materials may be billed upon completion of the hearing process or permit approval.
Assembly Bill 2011 (AB 2011), the Affordable Housing and High Road Jobs Act of 2022, requires the ministerial approval of eligible 100% affordable and mixed-income housing developments located on sites where office, retail, or parking are principally permitted. In addition, to be eligible, mixed-income projects must be located on commercial corridors. For details on the project's eligibility criteria in San Francisco, see Planning Director's Bulletin No. 9.
There are two kinds of AB 2011 applications. Please select the appropriate application for your project and complete all required fields and the checklist within.
To qualify as a 100% Affordable Housing Project, 100% of the units, excluding managers units, must be dedicated to low-income households (80% AMI per HUD income levels) and deed-restricted for at least a period of 55 years for rental projects, and 45 years for ownership projects.
To qualify as a mixed-income project, the project must include a minimum number of affordable units.
