Notice is hereby given to the general public that applications involving the properties and/or issues described below have been filed with the Planning Department for review as set forth in the City Planning Code. The Planning Commission intends to hold a PUBLIC HEARING on these items and on other matters on Thursday, July 22, 2021, beginning at 1:00 p.m. or later. Please be advised that due to the COVID-19 emergency, the Planning Commission may conduct this hearing remotely using videoconferencing technology or in-person at City Hall. 2016-011827ENX: 1500 15th Street – northwest corner of Mission Street and South Van Ness Avenue; Lots 016 and 018 in Assessor’s Block 3548 (District 9) – 1) Request for Large Project Authorization to permit a project greater than 25,000 square feet of floor area within the UMU Zoning District (Planning Code Sections 329 and 843); 2) Request for findings under the Individually Requested State Density Bonus Program (Section 206.6), pursuant to California Government Code Sections 65915. The proposed project (“Project”) is utilizing the Individually Requested State Density Bonus Program to achieve a 35% density bonus thereby maximizing residential density on the site and includes four (4) waivers from: Rear Yard (Section 134); Common Useable Open Space (Section 135); Street Frontage Ground-Floor Ceiling Height (Section 145.1); and Height (Section 250). The Project includes construction of an eight-story, 85-foot tall, 66,388-square-foot mixed-use building with approximately 3,798 square feet of ground-floor commercial uses and residential uses on floors 2-8 and two subterranean floors. The Project includes 160 group housing units (or 225 group housing beds). The Project would provide 52 Class 1 and 6 Class 2 bicycle parking spaces. 2021-005135PCA [Board File No. 210535]: Conditional Use Authorization Requirements Regarding Residential Care Facilities – Ordinance amending the Planning Code to eliminate the requirement of Conditional Use Authorization for Residential Care Facilities for seven or more people in Residential-House (RH) Districts; require Conditional Use Authorization for a change of use or demolition of a Residential Care Facility, and consideration of certain factors in determining whether to grant Conditional Use Authorization; affirming the Planning Department’s determination under the California Environmental Quality Act; and making findings of consistency with the General Plan, the eight priority policies of Planning Code, Section 101.1, and public necessity, convenience, and general welfare findings pursuant to Planning Code, Section 302. 2020-009312CUA: 1112 Shotwell Street – West side of Shotwell Street between 25th and 26th Streets; Lot 002 in Assessor’s Block 6526 (District 9) -  Request for Conditional Use Authorization pursuant to Planning Code Sections 209.1 and 303 to establish more than three total dwelling units on a single parcel within the RH-3 Zoning District. The Project will construct a 3-story, 3,266-square-foot residential building that contains three dwelling units on a lot developed with an existing four-unit residential building. 2020-002678CUA: 2335 Golden Gate Avenue – between Roselyn and Tamalpais Terraces, Lot 003 in Assessor’s Block 1145 (District 1) – Request for Conditional Use Authorization, pursuant to Planning Code Sections 134, 209.1, 253, 271, 303 and 304 to allow a Planned Unit Development (PUD) for the construction of an elevated one-story horizontal addition to the existing War Memorial Gymnasium (WMG) building. The new addition, which would contain a new basketball practice facility, would be connected to the mezzanine level of the existing WMG building via an approximately 3,600 square-foot mezzanine level with restrooms, coaches’ offices, and athletic conference rooms. 2015-012577CUA: 1200 Van Ness Avenue – northeast corner at Post Street, Lots 003 and 005 in Assessor’s Block 0691 (District 3) – Request for Conditional Use Authorization, pursuant to Planning Code Sections 209.3, 243, 253, 253.2, 271, 303. and 304 to allow a Planned Unit Development (PUD) for the demolition of existing building complex and the construction of a 13-story mixed use development, mainly 107 dwelling units, approximately 106,700 square feet of health services uses and 270 parking spaces. The proposal includes PUD modifications to Planning Code provisions related to rear yard (Section 134), open space technical standards (Section 135), dwelling unit exposure (Section 140), ground floor ceiling height (Section 145.1), parking and loading entrances (Section 145.1), off-street loading technical standards (Section 154) and floor area premium for corner lots (Section 243). 2018-002625CUA: 4716-4722 Mission Street – between Leo and Ruth Streets, Lots 014 and 015 in Assessor’s Block 6955 (District 11) – Request for Conditional Use Authorization, pursuant to Planning Code Sections 303 and 317, to demolish an existing two-story, 2,500-square-foot mixed-use building with one residential unit and an existing one-story, 440-square-foot commercial building and to construct a six-story, 65-foot-tall, 22,800-square-foot mixed-use residential and commercial building. The proposed project would contain 730 square feet of retail space on the ground floor and 24 dwelling units on floors one through six, consisting of four one-bedroom units, four two-bedroom units and 16 accessory dwelling units (ADUs) comprised of three studio, 10 one-bedroom, and three two-bedroom ADUs. The project would also include 2,985 total square feet of common open space, 25 Class I bicycle parking spaces and four Class II bicycle parking spaces. The project site is located in the Excelsior-Outer Mission Street Neighborhood Commercial Zoning District and a 65-A Height and Bulk District.
