MAP 2030 Endorsed At Planning Commission
In 2024, the San Francisco Planning Commission endorsed the Mission Action Plan 2030 (MAP2030) to continue community stabilization efforts in the Mission District. Review the fourth MAP2020 Annual Status Report for more information.
The Mission District has been a cultural hub for immigrants, refugees, and native-born communities, offering a sense of belonging, economic opportunities, and the freedom to express their cultures and identities. Generations of Latinos, alongside American Indian and other diverse communities, have built a lasting legacy shaping the neighborhood’s identity.
In 2014, community leaders and City government came together to launch the Mission Action Plan (MAP2020) addressing how the City will retain low- and moderate-income residents and support community organizations and businesses. Eight years later, despite enduring the painful impacts of Covid-19 and economic challenges, this partnership has yielded initiatives and investments that have preserved and supported cultural activities and place-keeping, produced and preserved affordable housing, and supported the retention and expansion of community serving businesses.
Additional work is required to address the loss of the Latino population, the increase of homelessness in the Mission and support the economic vitality of the community.
In 2024, the San Francisco Planning Commission endorsed the updated Mission Action Plan 2030 (MAP2030) strategies.
MAP2030 Strategies
- Community Spaces: Enhance small business and non-profit support to stabilize spaces for small business and community-based organizations.
- Street Conditions: Improve by investing in the public activation of 16th and 24th Street plazas Coordinate regular power washing along key sections of the Mission commercial corridor.
- Cultural Vitality: Enhance access to cultural and ceremonial spaces that preserve the rich practices of Indigenous communities.
- Affordable Housing Access: Secure local, regional, and state affordable housing funding for community-identified pipeline projects that provide pathways to stable, permanent housing for vulnerable households and individuals.
- Community-based Planning & Collaboration: Actively work with communities to guide planning and implementation of decisions

We look forward to continuing our work with the community on implementing and evaluating progress on the Plan’s targets and strategies.
MAP2030: Community engagement, resource identification, policy development, and implementation will continue through 2030.
MAP2020: In 2015, the collaborative process between community partners and city staff began to identify potential solutions for the residents, arts organizations, nonprofits and businesses being displaced by the rapid development in the Mission.
Dozens of City agencies, residents, merchants, and community organizations representing the needs of vulnerable populations participated in this effort.
