The Fillmore Community Action Plan is a partnership between the City and community members to create lasting, community-driven change.

The Fillmore / Western Addition is the heart of San Francisco’s Black cultural life. For generations, it has been home to vibrant Black, Japanese, and Jewish communities — a rich blend reflected in its music, businesses, festivals, and landmarks. However, Urban Renewal and Redevelopment in the mid-20th century displaced Black residents, disrupting community ties and leaving lasting impacts that are still felt today.
The Fillmore Community Action Plan is a partnership between the City and community members to create lasting, community-driven change.
Through engagement, collaboration and consensus the plan will build a roadmap for meaningful short and long-term investments — one that honors the Fillmore’s history and uplifts its future.
Project Goals
- Protect and celebrate Black cultural heritage by uplifting the Fillmore/Western Addition’s legacy
- Advance healing and reconciliation through community-led reflection, collaboration, and capacity-building
- Build trust and lasting partnerships between community members, City departments, and local institutions
- Develop an Action Plan that serves as a framework for the neighborhood and guides future City and community investments
Topic Areas
This community action plan will develop strategies and actions across four topic areas. Youth, transitional aged youth, seniors and families are central to this community action plan.

Project Timeline
- Phase 1 – Fall 2025: Develop project Goals & Outcomes, Understand Existing Neighborhood Projects and Programs
- Phase 2 – Winter 2026: Identify Priorities for Topic Areas
- Phase 3 – Spring 2026: Draft Strategies and Actions
- Phase 4 – Summer 2026: Finalize Action Plan
