The Fillmore Community Action Plan is a partnership between the City and community members to prioritize and support future investments in the neighborhood.

The Fillmore / Western Addition is the heart of San Francisco’s Black cultural life. For generations, it has been home to vibrant Black, Japanese, and Jewish communities — a rich blend reflected in its music, businesses, festivals, and landmarks. However, Urban Renewal and Redevelopment in the mid-20th century displaced Black residents, disrupting community ties and leaving lasting impacts that are still felt today.
The Fillmore Community Action Plan is a partnership between the City and community members to prioritize and support future investments in the neighborhood.
Through engagement, collaboration and consensus the plan will build a roadmap for meaningful short and long-term investments — one that honors the Fillmore’s history and uplifts its future.
Project Goals
- Protect and celebrate Black cultural heritage by uplifting the Fillmore/Western Addition’s legacy
- Advance healing and reconciliation through community-led reflection, collaboration, and capacity-building
- Rebuild trust and lasting partnerships between community members, City departments, and local institutions
- Develop an Action Plan that serves as a framework for the neighborhood and guides future City and community investments
