Visitacion Valley/Schlage Lock Plan

In 1999, the Schlage Lock Company closed its Visitacion Valley factory and the site is now slated for redevelopment as a new mixed-use community. Approved in 2014, the Schlage Project—also now known as Baylands North—will be built out over a 15-year period. See the Project Implementation tab for the latest information on the project status.

In 1999, the Schlage Lock Company decided to close its Visitacion Valley factory. The now-vacant site presents opportunities for new uses. Upon closure of the Schlage Lock plant, the Home Depot Company proposed to develop a store on the site. However, this proposal was met with opposition from some residents and business owners, who cited traffic and other concerns, as well as the incompatibility of the "big-box" use with the transit-friendly nature of the site and the fine-grained nature of the neighborhood.

From 2001-2002, after the Board of Supervisors passed interim zoning controls in 2000 on the site to prevent a "big-box" use, Supervisor Sophie Maxwell, the Planning Department and the non-profit Urban Ecology worked intensively with the community to create a new vision for the vacant Schlage Lock site. A Concept Plan was released in 2002 summarizing a community vision for that site.

From 2000-2002, city staff worked intensively with community members to create a new vision for the vacant Schlage Lock site. In 2005 the Board of Supervisors initiated a process to determine if a Redevelopment Area should be established on and around the Schlage site.

From August 2006 to 2009, five public workshops were held. The Planning Department worked closely with the community to refine the land use framework for the site; to create guidelines for the location and programming of new open spaces, to establish the street network; create sustainability guidelines, and finalize a site design that will ultimately guide Schlage Lock site's redevelopment. 

However, the demise of Redevelopment Agencies in California in early 2012 and the loss of public funding that accompanied them, required a fresh look at the community's goals for the site. The Planning Department partnered with the Mayor's Office of Economic and Workforce Development and the community to evaluate the project's feasibility, examine tools to help move the project forward, and make necessary legislative changes to foster the site's transformation. This process resulted in a revised project that was approved by the Board of Supervisors on July 22, 2014, with legislation signed by Mayor Ed on July 24, 2014.

On October 13, 2012, the Planning Department and the Mayor's Office of Economic and Workforce Development held a meeting to update the community on the status of the Schlage Lock project, and present the Green Connections project and discuss what a green connection could look like in Visitacion Valley.

Previous Workshops 2006-2007

The Planning Department, in association with the San Francisco Redevelopment Agency and an Urban Design Consultant, held five community workshops on the Visitacion Valley Schlage Lock project from 2006-2007. The workshops focused on developing alternative framework plans, selecting a preferred Urban Design Framework Plan, urban design issues, including building, streetscape and open space designs, Site Sustainability Features, and Design Guidelines for new development. Information on each of the workshops along with workshop materials can be viewed below.

COMMUNITY WORKSHOP SUMMARY - AUGUST 4, 2007
On August 4th, 2007, the Planning Department held the fifth and final design workshop for the Vistacion Valley / Schlage Lock Master Plan. This workshop focused on design character and building form, with a special examination of building heights across the site per community request. Breakout activities focused on evaluation of design character, and specifically on the topics of buidling facades, retail design, roof design, and incorporation of sustainability. A summary of feedback received through this breakout activity is included here.

COMMUNITY WORKSHOP SUMMARY - MAY 5, 2007
On May 5th, 2007, the Planning Department held the fourth workshop for the Vistacion Valley / Schlage Lock Master Plan. This workshop focused on a sustainability strategy and framework for building green on the site, revisited previously discussed key elements including building heights, and provided a final overview of the vision for the site and the overall master plan developed over the course of the workshop series.

The Schlage Lock project will be built in multiple phases over a 15-year period and the Project Sponsor is required to submit a Phase Application to the Planning Department describing the program of each phase. Phase Applications and related information will be posted here when it is available.

Schlage/Baylands North Project Updates and Impact Fee Prioritization/Utilization

The Schlage Lock project and other projects in Visitacion Valley are subject to “impact fees,” which are intended to help offset the impacts of growth in the community. Impact fees are paid over the entire lifespan of the project, as each phase is approved. Since adoption of the Schlage Lock/Vis Valley Plan, the community and City staff from multiple agencies have engaged in a regular dialogue to prioritize the utilization of impact fees in Vis Valley.
